Council of Europe’s Group of States Against Corruption (GRECO) publishes report on Greece

The Council of Europe’s anti-corruption monitoring mechanism, the Group of States against Corruption (GRECO) has published today its Second Round Evaluation Report on Greece. The report has been made public with the agreement of the Greek authorities.

The report acknowledges that a number of laws passed in recent years and the establishment of special bodies to monitor their implementation have laid great emphasis on ethical requirements and the quality of public services in Greece. Other laws are about to be adopted which will further strengthen the existing anti-corruption regime. The principal challenge will be to take all necessary measures to implement the legal and regulatory framework in an effective manner. Additional measures are recommended, in particular, with regard to the reporting of corruption by public officials, the protection of whistleblowers, public officials’ reactions to gifts and the monitoring of conflicts of interest, incompatibilities and accessory activities. Progress can be accomplished with regard to the recovery of corruption proceeds, the control and liability of legal persons.

Measures taken by Greece to implement the recommendations will be assessed by GRECO in the context of a specific compliance procedure, towards the end of 2007.
