A Joint Project between the Council of Europe and the European Union

This project aims at undertaking a strategic approach and detailed mapping of the problems and needs relating to women’s and children’s rights that will have to be addressed in order for Ukraine to be able to meet its obligations under the relevant international instruments. It encompasses a range of needs, in particular the need to focus on issues of gender equality and Revised European Social Charter (CETS No. 163) (non-discrimination, violence against women), the protection of children’s rights (child labour, ill-treatment and abuse of children), the protection of children, including from trafficking and sexual exploitation.

The four main objectives are:

-     to enhance skills on standards and required reforms with regard to gender equality and children’s rights and issues in line with the Revised European Social Charter;

-     to draft a legal compatibility study which will address to what extent relevant Ukrainian legislation is in line with European standards and identify areas that need improvement with regard to prosecution and prevention of violence against women and children;

-     to prepare new scenarios regarding the existing legal framework for the prosecution and prevention of violence against women and children;

-     to revise and reform legal framework, policy and practices for dealing with sexual exploitation and abuse of children in line with the standards of the Convention of the Council of Europe on the Protection of Children against sexual exploitation and sexual abuse (CETS No. 201).

The project will run until March 2011 with a budget of 1.2 million Euros funded by the European Union with co-funding and implementation by the Council of Europe, in co-operation with the following partners in Ukraine: Presidential Secretariat, Ministry for Family, Youth and Sport, Ministry of Justice, Ministry of Internal Affaires, Parliament, Judiciary, Prosecution Services, Ministry of Labour and Social Policy, Social Services, Non-governmental organisations.
