[6 December 2010, Strasbourg] The Verkhovna Rada of Ukraine adopted the Law "On Ratification of the Council of Europe Convention on Action against Trafficking in Human Beings CETS No. 197" and ratified it on 29 November 2010.

Ukraine fosters protection of women and children against violence (Kyiv, 1 December 2010)

[3 December 2010, Strasbourg] The Joint Project between the Council of Europe and the European Union on strengthening and protecting women’s and children’s rights in Ukraine in co-operation with the Committee of Parliament of Ukraine on Family, Youth Policy, Sport and Tourism has held a Round Table to discuss the study on the compatibility of the Ukrainian legislation with the European and international standards as regards prosecution and prevention of violence against women and children. Raising awareness of public officials on gender equality and children’s rights - Pilot training course

(Boyarka and Kyiv, Ukraine, 10-11 November 2010)

[9 November 2010, Strasbourg]The Joint Project of the Council of Europe and the European Union on strengthening and protecting women’s and children’s rights in Ukraine (TRES) will hold a pilot training course with regard to gender equality and children’s rights (including violence against women and children, trafficking in women and children, sexual exploitation and sexual abuse of children. Alerting children to the dangers of human trafficking (14–15 October 2010, Kamianets-Podilskyi, Ukraine)

[12 October 2010, Strasbourg] Further to the presentation of the Guidelines “Prevention of human trafficking - Lesson in secondary schools” and to the training of trainers (Kyiv, 7-8 April 2010), as well as to the first training session for secondary school teachers (Alushta, Crimea, 15 -16 June 2010), the Project on women’s and children’s rights in Ukraine (TRES) gives an opportunity for Ukrainian teachers from all the regions to discuss the implementation of the Guidelines and introduction of pupils to the legal basic knowledge. Expert meeting: developing effective instruments for the protection of children against sexual exploitation and abuse (6 July 2010, Kyiv)

[5 July 2010, Strasbourg] This event is the first meeting of the Working Group on the development of effective legislative instruments to protect children against sexual offenses. It is organised in co-operation with the Ukrainian Parliament (Verkhovna Rada) and aims to contribute to developing a national strategy for the protection of children against sexual exploitation and abuse and to prepare the ground in view of drafting the law on standards and practice with regard to hearing child victims of sexual offences by the law enforcement agencies and the judiciary. 

It is attended by Members of the Verkhovna Rada Committee on Family issues, Youth policy, Sports, and Tourism, representatives from the Social Service for Children, the Ministry of Interior, the Ministry of Justice and the Judiciary.

Preventing trafficking in youth - Training session for secondary school teachers (15 and 16 June 2010, Alushta)

[14 June 2010, Strasbourg] This training session is a follow-up activity to the presentation of the Guidelines “Prevention of human trafficking – lesson in secondary schools” and to the training of trainers in this filed, held in Kyiv on 7 and 8 April 2010. Its purpose is to improve the ability of teachers to provide lessons aiming to sensitize students to the issues of trafficking in youth, to conduct an assessment of training needs, to discuss a further development of training materials concerning the prevention of trafficking, to evaluate the implementation of the Guidelines “Prevention of human trafficking – lesson in secondary schools” to date and to enhance the knowledge of the Council of Europe Convention on Action against Trafficking in Human Beings (CETS No. 197) among Ukrainian teachers. Around 50 teachers from all the regions of Ukraine attend this event.

Yalta Conference on Protecting Women and Children through Human Rights Instruments (2-3 June 2010, Yalta)

[31 May 2010, Strasbourg] Ukrainian politicians, administrators, law enforcement officials and NGOs met international experts, among them representatives of the Ombudspersons for Children Offices, to discuss measures to promote gender equality and children’s rights in line with the European Social Charter (revised) and other international standards.

Ms Iryna Kruchec, First Deputy Minister of Labour and Social Policy of the Autonomous Republic of Crimea, Professor Andrzej Świątkowski, Vice-president and Professor Csilla Kollonay-Lehoczky, member of the European Committee of Social Rights participated in the event. 

The International Conference in Yalta conducted a comparative analysis of the guarantees of children’s rights and gender equality in different European States to help Ukraine build a modern national policy aiming at overcoming the deficiency of gender sensitivity and at observing women’s and children’s rights and to encourage better implementation of the Charter.

4th Steering Committee Meeting (27 May 2010, Kyiv)

[31 May 2010, Strasbourg] Representatives of the beneficiary institutions - members of the Steering Committee of the project on Strengthening and Protecting Women’s and Children’s Rights in Ukraine  – examined the updated consolidated work plan and assessed the project implementation to date. The achievements of the project were highly appreciated by the beneficiaries who fully supported the extension of the project for the next six months. The beneficiaries asked the representative of the European Delegation in Ukraine to consider as well a possibility to develop a new project dedicated to women and children rights.


Workshop on the implementation of international standards related to substantive criminal law regarding the abuse of children for pornography and prostitution purposes (26-27 May 2010, Kyiv)  

[26 May 2010, Strasbourg] This workshop aims at examining the legislation concerning criminal measures as regards the abuse of children for pornography and prostitution purposes in the light of specific provisions of Chapter VI of the Council of Europe Convention on the Protection of Children against Sexual Exploitation and Sexual Abuse (CETS No. 201) in view of enhancing the ratification process and the implementation of the Convention in Ukraine and identifying legislative measures for an effective protection of children against sexual exploitation and sexual abuse.

Seminar on “Mainstreaming the gender perspective into legislation, policies and programmes” (15-16 April 2010, Kyiv)

[11 April 2010, Strasbourg] The purpose of the event was to present the concept of mainstreaming in the light of the European Social Charter (revised) and other relevant Council of Europe instruments, the Labour code of Ukraine and the Decree "On Adoption for the State Programme of Ensuring Gender Equality in the Ukrainian Society for 2006-2010", to identify the sources of negative gender stereotypes and the possibility of their redress through the implementation of the European Social Charter (revised), as well as to address a possible need for the amendments of the Law on Ensuring Equal Rights and Opportunities for Men and Women (2005) in order to meet the requirements of the European Social Charter (revised) and the UN Convention on the Elimination of All Forms of Discrimination against Women (CEDAW).

The seminar informed participants on mechanisms and procedures for effective gender mainstreaming through the implementation of the above mentioned instruments and in view of improving the Ukrainian legislative framework to eliminate direct and indirect gender discrimination in employment and other areas of social life.

How to discuss human trafficking issues with children and youths - training session and launching of the Guidelines “Prevention of human trafficking - lesson in secondary schools” (7-8 April 2010, Kyiv)

[1 April 2010, Strasbourg] Teachers from secondary schools from all the regions of Ukraine met on 7 April 2010 in Kyiv to follow a training session on a lesson to be held with their students on different aspects of trafficking in youths.  This session was followed on 8 April 2010 by the presentation of the Guidelines “Prevention of human trafficking - esson in secondary schools” elaborated by the Ukrainian Ministry of Education and Science with the assistance of the Project.

These events aimed at promoting the Guidelines and preparing trainers to provide relevant groups of teachers with training related to trafficking in human beings in order to enable teachers to discuss these issues with children and youths. It thus contributed to the effective prevention of trafficking in children and youths in Ukraine and increased the awareness among teachers of the provisions of the Council of Europe Convention on Action against Trafficking in Human Beings (CETS No. 197).

Workshop on “Protecting children online – Internet Hotline” (18-19 March 2010, Kyiv) 

[17 March 2010, Strasbourg] This event aimed at examining the current situation in Ukraine with regard to the law and practice of protection and assistance to child victims of sexual offences through an Internet Hotline, in the light of Articles 11-13 of the Council of Europe Convention on the Protection of Children against Sexual Exploitation and Sexual Abuse (CETS No. 201) and the Articles 5-6 of the Convention on Action against Trafficking in Human Beings (CETS No. 197). It also contributed to set up the standards for the operation of an effective Internet Hotline for children in Ukraine, in conformity with the above mentioned Conventions. Finally, it allowed discussions regarding the performance of an Internet Hotline as an essential instrument for fighting against illegal content online, such as child sexual abuse images and providing an anonymous facility for the public to report suspected illegal content encountered on the Internet in a secure and confidential way.

Expert meeting on "Legislation and practice in the protection of children from violence" (17 March 2010, Kyiv)

[17 March 2010, Strasbourg] This important event was organised by the Council of Europe in co-operation with the Committee on Family, Youth, Sport and Tourism of the Parliament of Ukraine. It aimed at examining the current stage of the implementation of the legislation with regard to the protection of children against violence, in particular against sexual exploitation and sexual abuse and the need for specific new provisions to meet the requirements of the Council of Europe Convention on the Protection of Children against Sexual Exploitation and Sexual Abuse (CETS No. 201), Convention on Action against Trafficking in Human Beings (CETS No. 197) and European Social Charter (revised). It also focused on the analysis as to what extent children’s rights are observed by the police, prosecutors and courts during legal procedures where children act as witnesses, victims or accusers.

The need for a specific legal and social policy was addressed and a preliminary concept to ensure coherence between the Ukrainian criminal and civil legislation regarding the prevention and prosecution of the sexual offences against children was presented to the Parliamentarians.

2nd workshop on the implementation of international standards related to investigation, prosecution and procedural law in cases of sexual exploitation and sexual abuse of children (24-25 February 2010, Lviv) 

[1 March 2010, Strasbourg] In order to support the reform of the legal framework, policy and practice in Ukraine regarding the prevention of and the fight against sexual exploitation and sexual abuse of children, Ukrainian and international experts met in Lviv to discuss the aspects relating to the phases of investigation and prosecution of acts involving sexual offences against children. They concentrated on a vital importance of ensuring that the procedures take due account of the particular vulnerability of children facing such procedures as victims or witnesses to meet the standards of the Council of Europe Convention on the Protection of Children against Sexual Exploitation and Sexual Abuse (CETS No. 201).

Representatives from the Police, Prosecutors and Judges, especially from the Lviv district and neighbouring regions, Members of the Working Group for ratification of the Convention CETS No. 201 and representatives from NGOs active in the area of protecting the rights of children took part in this event.

Expert meeting on the implementation of activities regarding training (27 January 2010, Kyiv)

[26 January 2010, Strasbourg] The purpose of this meeting is to discuss the development of training curricula with regard to gender equality and children’s rights, as well as the set up of a pilot course followed by training activities in this area for the trainers of the representatives of relevant professional groups, including judges, on central, regional and local levels. The drafting of a Manual for judges on the European Court and the national courts case law regarding sexual exploitation and sexual abuse of children, trafficking in Human Beings and violence against women and children, including domestic violence will also be discussed

Workshop on the implementation of the legislation on preventing violence against children (11 December 2009, Kyiv)

[8 December 2009, Strasbourg] This workshop took place at the Ministry of Interior of Ukraine. Its purpose was to find ways to implement the legislation on preventing domestic violence by the judges, the prosecutors and the police and to discuss new policies and practices with regard to the prosecution and prevention of domestic violence, with a special emphasis on children’s rights to safe environment, in line with the Council of Europe Convention on the Protection of Children against Sexual Exploitation and Sexual Abuse (CETS No. 201) and the Family Code of Ukraine. It served new scenarios for the current criminal and social policy as well as the reform of the existing laws dealing with the prosecution and prevention of domestic violence against children.

Meeting on "Street Law" (4 December 2009, Kyiv)

[2 December 2009, Strasbourg] The Council of Europe has organised a meeting on Street Law - a course in practical law in the premises of the Council of Europe Information Office (Ivano Franka 24a).
 
The purpose of this event was to present possible ways to strengthen civic skills with regard to children’s rights and gender equality, in particular by introducing Street Law programmes in Ukrainian schools.

International conference on "Protecting children from sexual exploitation and abuse" (28-29 October 2009, Warsaw)

[10 November 2009, Strasbourg] Organised in co-operation with the Council of Europe Information Office in Poland and the Faculty of Law and Administration of the University of Warsaw, this event took place on 28 and 29 October 2009 in Warsaw and allowed the Ukrainian authorities to meet with their Polish counterparts.

It aimed at examining the existing tools on the international level to protect children in line with the Council of Europe Convention on the Protection of Children against Sexual Exploitation and Sexual Abuse (CETS No. 201).  

Education of children, effective protective measures and regulations concerning the criminalisation and prosecuting of sexual exploitation and abuse of children were evaluated by experts from Finland, Lithuania, Poland and Ukraine. Recommendations were prepared to set up a constructive action plan for the implementation of the Convention in Ukraine. 

The audience was composed of key representatives from the Ministry of Justice of Ukraine working on the ratification of the Convention, members from the Ministry for Family, Youth and Sport, the Ministry of Interior, the General Prosecutor’s Office of Ukraine, as well as Non-Governmental Organisations from Poland and Ukraine.

Workshop on legal aspects of the prosecution and prevention of violence against women, (9 October 2009, Kyiv) 

[15 October 2009, Strasbourg] This workshop, aiming at examining the Ukrainian legislation and practices with regard to the prosecution of violence against women on the basis of the international and the national experience in this field, contributed to the elaboration and preparation of new policies. The needs for specific steps to undertake for effective protection and prevention of violence against women were identified.   

The event was attended by key partners responsible for the legislative reform and its practical implementation from the Ministry of Justice, the Supreme Court, the Prosecutor’s Office, the Ministry of Ukraine for Family, Youth and Sport, the Social Service Department, the Ministry of Interior, Members of the Committees of Verkhovna Rada as well as experts having prepared an opinion on the Ukrainian legislation and practice on the subject and their compatibility with the international standards.

Seminar on cross-cutting legal issues regarding cybercrime, child pornography and the sexual exploitation and abuse of children (30 September-1st October 2009, Kyiv)
 

[8 October 2009, Strasbourg] This seminar aimed at discussing the challenges for law enforcement in investigating offences related to the sexual exploitation of children on the Internet, including collecting and securing electronic evidence.

It helped to get forward in the process of revising and reforming the legal framework, the policy, and the practices available for dealing with the sexual exploitation and abuse of children, in line with the standards of the Council of Europe Convention on the Protection of Children against Sexual Exploitation and Sexual Abuse (CETS No. 201).   

Militia representatives of the 27 regions working in units for combating trafficking in human beings, the Headquarter of the Ministry of Interior from Kyiv, the Department of Criminal Police on children issues, judges, prosecutors, the Ministry of Justice, the Ministry of Ukraine for Family, Youth and Sport, Verkhovna Rada and NGOs attended the seminar. 

Thanks to international experts, who gave a valuable input to the effectiveness of the work, a preliminary plan of action related to the needs of the ratification of this convention was elaborated.

2nd Steering Committee Meeting (25 June 2009, Kyiv)

 

[23 July 2009, Strasbourg] The Steering Committee met for the second time. Chaired by Ella Lamakh, Director of Department for family and gender policy, Ministry of Ukraine for Family, Youth and Sport, and in the presence of Ake Peterson, representative of the Secretary General of the Council of Europe for the co-ordination and co-operation programmes within Ukraine, the Steering Committee took several decisions: 

 

-     to include into the work plan the Supreme     Court as a separate partner institution;

-       to approve the amended work plan;

-       to organise its meeting on a regular basis;

-       to organise, on 2 July 2009, a coordination meeting between international organisations dealing with projects on women’s and children’s rights in Ukraine (CoE, ILO, UNDP and UNICEF);

-       to organise, on 15 July 2009, a working meeting to discuss in detail activities planed to be held by the end of 2009, in particular the implementation of the legal compatibility study to assess to what extend relevant Ukrainian legislation is in line with  European standards with regard to prosecution and prevention of violence against women and children;

-       to concentrate on legal analysis within Conventions CETS No. 197, CETS No. 201 and the European Social Charter (revised).

 


Workshop on building a child helpline in Ukraine (17-18 June 2009, Yalta)

[12 June 2009, Strasbourg]  The objective of the workshop was to set up a mechanism to strengthen the protection of children and children’s rights from abuse and trafficking through building up an effective child helpline instrument. In order to achieve that goal the Council of Europe has set up a valuable co-operation with Child Helpline International and will present the legislative framework and best practices in Europe within the ECC (Electronic Communication Committee) recommendation. It prepared the ground for including Ukraine within the CHI (Child Helpline International) network and made proposals for research and future co-operation in the field.

Workshop on the protection of gender equality in the legislation and practice in Ukraine (28-29 April 2009, Donetsk)

[20 April 2009, Strasbourg] This workshop which was organised by the Council of Europe, aimed at discussing in particular international standards and practical instruments for implementing gender equality. Special attention has been paid to a human rights approach to gender equality and to domestic violence as an element of practical dimension of equality between women and men. It contributed to the increase of knowledge by public officials of the European Social Charter (revised) and other international standards with regard to gender equality, as well as informed them about best practices in gender equality implementation. Civil servants from Donetsk and Lugansk regions attended the workshop, as well as representatives from the Ministry of Ukraine for Family, Youth and Sport, the Ministry of Justice, the Ministry of Defence and Non-governmental organisations.

[15 March 2009, Strasbourg] With a view of preparation of a national strategy for the protection of children against sexual exploitation and sexual abuse, the Ukrainian and international experts met to discuss the implementation of international standards related to investigation, prosecution and procedural law in cases of sexual offences against children. The objectives of the workshop were to raise awareness on the specific needs of child victims of sexual offences and to identify areas in the Ukrainian legislation and practices in need of improvement in the light of the provisions of the Council of Europe Convention on the Protection of Children against Sexual Exploitation and Sexual Abuse (CETS No. 201).

Seminar on gender equality standards of the European Social Charter (revised) (4-5 March 2009, Kyiv)

[6 March 2009, Strasbourg] This seminar aimed at discussing in particular non-discrimination guarantees, respect for gender equality in employment and education in Ukrainian laws and practice in the light of requirements of the European Social Charter (revised) with a view to identifying areas in need of legislative changes. The conclusions of the seminar should contribute to initiate necessary reforms of the national legislation.

Workshop on the protective measures and assistance to child victim of sexual exploitation and sexual abuse (11-12 February 2009, Kyiv)

[13 February 2009, Strasbourg] A workshop related to protective measures and assistance to victims as foreseen by the Convention of the Council of Europe on the Protection of Children against Sexual Exploitation and Sexual Abuse, already signed by Ukraine, took place in order to raise awareness of the message contained in the Convention, identify areas that need improvement and contribute to the development of a national strategy for the protection of children against sexual exploitation and sexual abuse.

New Joint Project between the Council of Europe and the European Union

A new Joint Project on strengthening and protecting women’s and children’s rights in Ukraine (TRES) was launched on 4 December 2008 in Kyiv, Ukraine. It aims at improving the compatibility of existing laws and practice in Ukraine in the fields of gender equality and children’s rights and contributing to the prevention of sexual exploitation and abuse of children.

Project on strengthening and protecting women's and children's rights in Ukraine

The new Joint Project between the Council of Europe and European Union was announced at the press conference held in Kyiv on 4 September 2008. This Project, on strengthening and protecting women's and children's rights in Ukraine, is part of the new joint action to support Ukrainian authorities and civil society efforts in promoting and protecting gender equality and children's rights in line with international standards. This action will be implemented by the Council of Europe, UNDP and International Labour Organisation (ILO) through separate projects which are financed substantially by the European Union. An important media and communication project will ensure the visibility of the action.
