Project "Support to Prosecutor's Network in South-Eastern Europe" (PROSECO): Activities in 2009


Training seminar for judges and prosecutors on combating money laundering and on inter-agency and international co-operation (15 December 2009, Zagreb, Croatia)

[17 December 2009, Strasbourg] The training was organised with the view to presenting the new Croatian anti-money laundering / counter-terrorist financing legislation to legal practitioners such as judges and prosecutors from various districts and regions of Croatia, as well as to familiarising them with the role of the Anti-money Laundering Office (AMLO) Ė the Croatian FIU. The relevant international standards and role of the bodies dealing with the prevention of money laundering and with international co-operation in this field were also presented at this training, conducted by two senior AMLO officers.

7th Meeting of Prosecutors' Network (24 November 2009, Strasbourg)

[18 November 2009, Strasbourg] The 7th Meeting of the Prosecutors' Network of Western Balkans is organised with objectives to: review amendments to the Memorandum of Understanding of Prosecutorsí Network and to discuss practical arrangements regarding the meeting of General Prosecutors to take place in January 2010 in Rome. The Memorandum of Understanding (MoU) by which the Prosecutors' Network was established was signed by General Prosecutors of Albania, Bosnia and Herzegovina, Croatia, Montenegro, Serbia and "the former Yugoslav Republic of Macedonia" in March 2005. It has been agreed that in order to improve cross border co-operation in fighting organized and other forms of serious crime there is a need to improve the text of the MoU. Participants of this meeting will be: national contact points of Prosecutorsí Network and project contact persons from Albania, Bosnia and Herzegovina, Croatia, Montenegro, Serbia and "the former Yugoslav Republic of Macedonia", representatives of the European Commission and the Council of Europe.

3rd Steering Committee Meeting (20 October 2009, Skopje "the former Yugoslav Republic of Macedonia")

[9 October 2009, Strasbourg] The objectives of this Meeting were: Review of project implementation in 2009, review and update of the work plan and initiation of the process of amending the Memorandum of Understanding of the Prosecutorsí Network.

The Meeting has been attended by the project contact persons from General Prosecutor's Offices and Ministries of Justice of Albania, Bosnia and Herzegovina, Croatia, Montenegro, Serbia, "the former Yugoslav Republic of Macedonia" and Kosovo under UNSCR 1244, representatives of the Delegation of the European Commission and Council of Europe.

Regional Conference on 2nd Additional Protocol to the European Convention on Mutual Assistance in Criminal Matters (CETS 182) (21-23 September 2009, Tirana)

 

[31 August 2009, Strasbourg] The Regional Conference on CETS 182 was divided into two parts:

1. Workshop on compliance with the CETS 182 (21 September 2009), with the objective to assess level of compliance of project areasí legislation with the Second Additional Protocol to the European Convention on Mutual Assistance in Criminal Matters (CETS 182) and EU MLA Convention from 2000 and

2. Regional thematic training on practical implementation of measures foreseen by the CETS 182 (22 September and morning of 23 September), with the objective to provide prosecutors and officials from Ministries of Justice with a better insight into the mechanisms of mutual legal assistance in criminal matters.

The Conference gathered prosecutors and officials from the ministries of justice responsible for judicial co-operation from South Eastern Europe.

6th Meeting of Prosecutorsí Network in South Eastern Europe (28-29 April 2009, Zagreb)

[23 April 2009, Strasbourg] This meeting was held in Croatia and aimed at reinforcing the efficiency of communication channels for international judicial cooperation, as foreseen within the framework of the Second Additional Protocol to the European Convention on Mutual Assistance in Criminal Matters. The meeting was opened by Mr Mladen Bajic, Chief State Attorney of Croatia.

Training Seminar on Special Investigative Means (28-29 April 2009, Skopje)

[17 April 2009, Strasbourg] The Council of Europe organised a Training Seminar on Special Investigative Means in " the former Yugoslav Republic of Macedonia". Presentation of experts from Germany and Italy focused on legal preconditions for use of special investigative means and their practical application.

Workshop on application of cybercrime legislation  (16-17 April 2009, Durres)

[14 April 2009, Strasbourg] The Council of Europe in co-operation with the General Prosecutor's Office of Albania are organised a Workshop on application of cybercrime legislation. The objective of the workshop was to promote the application of Albania legislation in the investigation, prosecution, adjudication and international cooperation against cybercrime.

Workshop on Cybercrime legislation (7 April 2009, Sarajevo)

[2 April 2009, Strasbourg] The Council of Europe in co-operation with the Ministry of Justice of Bosnia and Herzegovina organised a Workshop on Cybercrime legislation in order to review the existing legislation on cybercrime in Bosnia and Herzegovina and to finalise the cybercrime country profile indicating the provisions that need further analysis in order to comply with the requirements of the Council of Europe Convention on Cybercrime.

Training Seminar on Special Investigative Means (5-6 March 2009, Sarajevo)

[2 March 2009, Strasbourg] The Council of Europe organised a Training Seminar on Special Investigative Means in Bosnia and Herzegovina. It focused on the legal preconditions and restrictions of special investigative means as well as their application. The target groups were prosecutors, judiciary officials and law enforcement officers. The participants were acquainted with investigative and surveillance tools and their implementation. They were also trained on the use of undercover agents, informants and joint investigation teams.
Senior law enforcement officers from Germany and Italy with long experience in applying special investigative means led the seminar.

Meeting of Prosecutors' Network and of SEEPAG Contact Points (16 January 2009, Strasbourg)

[12 January 2009, Strasbourg] Within the project PROSECO Contact Persons and SEEPAG Contact Point took place with the aim to assess the existing prosecutorial co-operation networks, scope of their competences, legal frameworks for their co-operation, to update lists and contact details of contact points and to discuss about possible ways to streamline activities with the aim of increasing the effectiveness.

Steering Committee Meeting (15 January 2009, Strasbourg)

[12 January 2009, Strasbourg] The second meeting of the project "Support to Prosecutors' Network in South Eastern Europe" gathered project's contact persons from the General Prosecutor's Offices and Ministries of Justice from seven project areas, representatives from the project's implementation partner the Ministry of Justice of Italy and the Council of Europe. The purpose of the meeting was to assess the project's achievements in first eight months of its implementation, to update the workplan and define current priorities of the counterpart institutions.
