Contribution of the Council of Europe to the Bologna Process

The contribution of the Council of Europe to the establishment of the European Higher Education Area by 2010 focuses on:

  • the Council’s work on the recognition of qualifications, supporting the ENIC Network (together with UNESCO-CEPES) and the Member States in the national implementation of the Lisbon Recognition Convention;
  • active participation in the steering and policy-making mechanisms (Bologna Follow-Up Group) as well as in the official Bologna seminars (as speakers or general rapporteurs);
  • advice and assistance to the countries have acceded to the Bologna Process recently in bi-lateral or regional cooperation;
  • overarching issues such as the public responsibility for higher education and research, higher education governance, the social dimension of higher education and research and the values and roles of higher education and research in modern, complex societies.

In the last years the Council of Europe consolidated its position as one of the main actors in the higher education reform process in Europe. The contribution of the Council of Europe to the Bologna Process focused on the recognition of qualifications, support and advice to new member countries, and specific dimensions of the Process, including governance, citizenship and culture and the social dimension of higher education. Higher education: highlights of 2007
2007 has been a dynamic year for the Council of Europe in higher education. Along with its traditional areas of competences, the Council of Europe was charged by Ministers responsible for higher education with a new task of coordinating national experiences in setting up qualifications frameworks. 2007 saw the launch of two projects: the flagship project on ‘University between Humanism and Market’and the higher education project in Serbia.
