The Project on Consolidating
Ethics in the Public Sector in
Turkey
(TYEC 2) is a joint EU/CoE
co-funded project implemented by
the Council of Europe.
It is a follow-up project
to TYEC 1 (Project on Ethics for
the Prevention of Corruption in
Turkey which was implemented
between December 2007 and
November 2009. The TYEC 2
project builds upon the
achievements of
TYEC 1 and seeks further
improvements in the field of
ethics and anti-corruption in
Turkey taking into account relevant
GRECO recommendations.The project will involve
an in-depth training of
trainers programme in the
Turkish public sector, will
strengthen and develop the
capacities of the Ethics
Commission to implement the
Regulation on the Principles of
Ethics Behaviour of the Public
Officials and Application
Procedures and Essentials (no.
25785, 04/13/2005), and will
enhance public awareness on the
role of ethics in public sector.
The
project will also
support the implementation of
the National Anti-Corruption
Strategy (“The Strategy of
Increasing Transparency and
Strengthening the
Anti-Corruption Efforts
(2010-2014)”).

Introductory Meeting on Draft Terms of References for the Platform for Ethics (Ankara, Turkey, 26 March 2013)
The
workshop aimed at developing
monitoring and evaluation tools
for the ethics trainings which
will be conducted during the
project lifetime and afterwards.
The meeting included the
participation of 20 trainers
from the Council of Ethics and
other public institutions.
This event provided and
opportunity to define the
possible options for the
monitoring methods. During the
workshop, Turkish ethics
trainers discussed the necessary
tools to be introduced within
the ethics trainings with
guidance of the Project Long
Term Adviser and Short Term
Experts. The recommendations
collected will be elaborated by
the Project team and reflect to
the ethics training strategy.

Conference – Consolidating
Ethics in the Public Sector in
Turkey
(Ankara, Turkey, 12 February
2013)
Strengthening the implementation of Code of Ethics across the public sector and other issues concerning ethics in public administration in Turkey
was addressed and discussed at a high-level conference which
was held on 12 February 2013, in Ankara.
The keynote speeches were delivered by Deputy Prime Minister of Turkey, Beşir Atalay, the Chair of the Council of Ethics for the Public Service, Prof. Dr. Sedat Murat, the Head of the Council of Europe’s Ankara Programme Office, Adrian Butler, and Head of the Delegation of the European Union to Turkey, Ambassador Jean-Maurice Ripert.
The conference is expected to further promote TYEC 2 project's objectives and enhance public awareness on the role of ethics in public sector.

First Steering Committee Meeting (Ankara, Turkey, 27 November 2012)
The TYEC 2 project held its first Steering Committee Meeting on 27 November 2012 in Ankara. The project completed its inception phase in July 2012 and submitted its 1st quarterly report on activities in October 2012.
The stakeholders discussed the issues of importance with regard to the activities implemented so far and made decisions when it comes to the calendar of activities for period January - June 2013, the organisation of the high level event and steps to be taken by each project partner in this matter.
The meeting was attended by the representatives of the Council of Ethics, Delegation of the European Union, Council of Europe and other partners' institutions.

Workshop on the Revision of the Ethics Training Curricula (Ankara, Turkey, 20 September 2012)
The workshop was aimed at sharing the experiences of trainers who had conducted the ethics trainings with TYEC 1 project. The event included the participation of 24 trainers from the Council of Ethics and public institutions.
The workshop provided an opportunity to take a stock of the lessons learnt during the TYEC 1 project and reach the agreement on measures to be undertaken for the implementation of the ethics trainings throughout the TYEC 2 lifetime. The recommendations elaborated during the workshop will be further evaluated by the Project team and reflected into the ethics training strategy.

14 and 15 June 2012 in Ankara.
Views on how to move forward
with implementation of certain
specific project activities as
well as different issues related
to the kick off event, Steering
Committee, reporting and
visibility of the project were
discussed and agreed.
