Activities Closing conference (25 November 2009, Ankara) [9 November 2009, Strasbourg] The Closing Conference of the Project “Ethics for the Prevention of Corruption in Turkey” (TYEC) took place in Ankara (Swiss Hotel) on 25 November 2009 from 14:00. The two-year project started on 1 December 2007 and was funded by the European Commission. The project, among other things, assisted the implementation of the Council of Europe’s Group of States against Corruption (GRECO) recommendations made to Turkey. The conference was addressed by the State Minister, Mr Cevdet Yilmaz, as well as the representatives of the Council of Europe and the European Commission. [9 November 2009, Strasbourg] This guideline, which is an output of the TYEC project, aims to provide practical information, with the help of examples, on the principles of ethical behaviour that public officials must abide by when performing their duties and to assist in the solution of frequently encountered ethical dilemmas in the decision making process. Conference on the Results of the Second Set of Research Studies (8 October 2009, Ankara) [2 November 2009, Strasbourg] The second set of the Research Studies on “Professional Organisations and Ethics”, “Shadow Economy and Ethics”, “Health Services and Ethics” , “Customs Services and Ethics”, “Public Bidding and Ethics”, and “Ethics, Culture and Society” are completed. The studies were commissioned in order to facilitate the Council of Ethics to better carry out its advisory and research function and to ensure the involvement of the academia in the promotion of ethics. The results of these studies were announced at a conference in Ankara. Study visit for members of the Council of Ethics to the partner institutions in the Netherlands (27 September-3 October 2009) [25 September 2009, Strasbourg] The participants of this study visit in Amsterdam, Rotterdam, and the Hague consisted of the members and the Secretariat of the Council of Ethics for Public Service and the Secretariat of the Council of Europe. The main partner of the study visit is the National Integrity Office in the Netherlands (BIOS). The purpose of the visit was to: - assess the development of public ethics in the Netherlands; - oversee how the National Integrity Office as a small oversight body works with ministries and other public bodies; and - visit the selected ministries and municipalities to exchange views on the delivery of an ethics environment in practice. The study visit concluded with feedback from the Turkish counterpart, the Council of Ethics for Public Service. The implementation Guide and the facilitators guide are published!
[31 August 2009, Strasbourg] One of the aims of the project has been to develop a training strategy and a training package in order to support the application of the Code of Ethics and to consolidate the ethics training beyond the work of the project. The Ethical way - Ethical Leadership Programme is an outcome of this. As part of the Programme, - the Implementation Guide helps public sector organisations prepare their organisation for the Ethics Training Programme. In addition, it includes recommendations on how to consolidate ethical principles and how to apply it to their organisation following the training event; - the Facilitators guide provides all the information a facilitator will need to know to run a training event on ethics within a public service organisation in Turkey.
3rd Steering Committee meeting (28 May 2009, Ankara) [30 August 2009, Strasbourg] The 3rd Steering Committee meeting of the TYEC project brought together representatives of the Council of Ethics for Public Service (the main counterpart institution), the Ministries, the Delegation of the European Commission to Turkey, and the Council of Europe. The purpose of the meeting was to assess the project's achievements during the last six months and to discuss further cooperation, i.e new initiatives/projects, in the field of anti-corruption. Conference on the Results of the First Set of Research Studies (27 May 2009, Ankara) [30 August 2009, Strasbourg] The first set of the Research Studies on “Conflict of Interest”, “Law Enforcement and Ethics”, “Title/Land Registry and Ethics” and “Planning in the Local Administrations and Ethics” are completed. The studies were commissioned in order to facilitate the Council of Ethics to better carry out its advisory and research function and to ensure the involvement of the academia in the promotion of ethics. The results of these studies were announced by a conference entitled: “Perception of Ethics in Public and Society” which was also part of the Ethics Week activities in Turkey adopted by the Council of Ethics in 2008.
Regional Ethical Leadership Programme (11-16 May 2009, Istanbul) [12 May 2009, Strasbourg] The Ethical Leadership Programme continues in the regional administrative provinces of Turkey. The seminars aim to train the Provincial Governors, the Deputy Governors and the District Governors on Ethical Leadership standards. The first ten seminars were held in the following provinces: Istanbul (11-16 May 2009), Samsun (1-4 June 2009), Van (22-25 June 2009), Erzurum, Trabzon, Kayseri, Adana, Diyarbakir, Antalya and Izmir. Workshops and Conference on Developments on Legislative and Judicial Ethics (16-17 and 18 February 2009, Ankara)

May 2009, Strasbourg] The
Council of Europe organised in
co-operation with the Council of
Ethics for Public Service of Turkey,
two workshops and an international
conference entitled “Developments on
Legislative and Judicial Ethics”. The workshops
were focused on Legislative and
Judicial Ethics respectively. The
discussions centralised on the
developments, roles, contents and
implementations of the codes and
were held in closed sessions under
the Chatham House Rule.
Interim Evaluation Report [1 February 2009, Strasbourg] The Interim Evaluation Report is now available. The evaluation was carried out and the report was prepared by two independent evaluators, Vera Devine and Tilman Hoppe. 2nd Steering Committee meeting (16 January 2009, Ankara) [12 January 2009, Strasbourg] The 2nd Steering Committee brought together representatives of the Council of Ethics for Public Service (the main counterpart institution), the Ministries, the Delegation of the European Commission to Turkey, and the Council of Europe. The purpose of the meeting was to assess the project's achievements during the last six months, to update the Project Workplan in accordance with the project needs, define current priorities of the beneficiaries and to agree on the timetable of activities. December 2008] Following the
Ethics Training Programme in October
and testing the design and the
relevance of the case studies
through a pilot training exercise in
November, a further training seminar
focused on the training of trainers
on "public ethics". During the
seminar, the participants heard
presentations from national experts
and discussed issues such as the
differences between public and
private sector ethics, the changing
ethical context in Turkey and issues
relating to corruption, and the role
and purpose of public ethics. Ethics Training Programme (19-24 October 2008, Ankara)

October 2008] The first
ethics training activity took
place in a Turkish public sector
training company, TUSSIDE (Turkish
Institute for International
Management). 25 trainers candidates
from central government ministries
and various public bodies were
selected to participate in the
programme. The programme involved
the completion and publication of
the training package, the training
of the selected trainers on how to
train and the use of the training
package. The training programme was
supervised by a Turkish and
International Short Term Expert and
involved a pilot exercise. The
training was intended to: 1st Steering Committee Meeting (23 June 2008, Ankara) [20 June 2008] As a result, the Project Workplan was slightly up-dated and adapted to the current needs and priorities. Conference on International Standards on the Principals of Ethics (27 May 2008, Ankara)

May 2008] In co-operation
with the Ethics Council of Turkey
this conference entitled “The
International Standards on the
Principles of Ethics” aimed at
comparing the practices of other
homologue institutions and sharing
good practices. It focused on the
Practical Value of Ethics Training,
Infrastructure, Useful Tools in the
United Nations system, and the
adoption of the Ethics Framework in
the European Union member States. Start-up conference (7 February 2008, Ankara)
Start-up workshops (21, 23 & 24 January 2008, Ankara) [20 January 2008] These workshops were attended by 50 participants each and aimed at introducing the project, its objectives, and its proposed activities. The participants included the representatives of the four following types of categories central and local institutions; civil society and media; academia and ethics commissions. The first workshop was opened and addressed by Mr. Hayati Yazıcı, Minister of State and Deputy Prime Minister and demonstrated not only a clear awareness of the issues and possible solutions across both public administration and society, but also identified networks and organisations keen to support the work along with the project. The discussions and proposals on the implementation aspect of the project were taken into account and incorporated into the Draft Workplan which will be submitted to the Start-Up Conference. One of the aims of the
project is to train the senior
officials and the officials from
the Human Resources units on Ethical
Leadership standards. In order to
achieve this, consecutive training
events were held in Ankara, Turkey,
during 17 and 20 March 2009. During
the training seminars the
participants were given case studies
to discuss and also became familiar
with the training strategy and their
role within it.

February 2008] With over 100
attendees, and full media coverage,
the Conference brought together
high-level representatives of line
Ministries, different groups of
civil society, media, international
organizations and Embassies. The
purpose of this Conference was to
present the project, its objectives,
outputs and adopt its workplan. It
was addressed by the Prime Minister
Recep Tayyip Erdoğan, the Prof. Dr
Bilal Eryilmaz, Ethics Council
Chairperson, Ms Margaret Killerby,
Director of Co-operation, Council of
Europe; and HE Amb. Marc Pierini,
European Commission Delegation to
Turkey. The workplan finalised
during the Start-up workshops was
adopted by all participants at the
end.

January 2008] The Council of Europe is launching
a new technical co-operation project entitled “Ethics
for the Prevention of Corruption in Turkey” (TYEC). The
two-year project will also help implement the
recommendations made to Turkey by the Council’s Group of
States against Corruption (GRECO). The project is 90%
funded by the European Commission and 10% by the Council
of Europe. It will be implemented by the Council of
Europe’s Economic Crime Division.
