Regional Workshop on "Implementing
and monitoring anti-corruption
policies, including education and
public awareness"
(Warsaw, Poland,
15-16 December 2011)
A
two-day regional workshop on
mechanisms to strengthen
implementation and monitoring of
anti-corruption policies including
education and public awareness, took
place in Warsaw on 15-16 December
2011 and was a follow-up to the
workshop on designing
anti-corruption policies held in
Strasbourg on 3-4 November 2011. It
was attended by 27 national experts
mostly from government units
responsible for policy design and
advice in six Eastern Partnership
countries, as well as
representatives of civil society.
The workshop compared practices in
Eastern Partnership countries and
Poland, and allowed for an exchange
of good practices of coordinating
and monitoring the implementation of
anti-corruption measures and of
raising public awareness on
corruption. The Polish authorities
(Commissioner for Anticorruption
Procedures to the Minister of
Foreign Affairs; Central
Anticorruption Bureau; Criminal
Bureau – Combating Corruption
Division – Polish National Police)
and one Polish NGO (Batory
Foundation) greatly contributed to
the success of the workshop by
sharing their experience in panel
discussions. In addition, an
information exchange session on
practicalities and operations took
place and was hosted by the Central
Anticorruption Bureau (CBA -
http://www.cba.gov.pl/portal/en
). The results of both workshops in
the format of a “Guidebook on
Designing and Implementing
Anti-corruption Policies” will be
presented, reviewed and finalised at
the Regional Conference on the
subject matter which is planned to
take place in Kyiv on 29 March 2012.

Regional Workshop on
"Improving the designing of anti-corruption policies"
(Strasbourg, France, 3-4 November 2011)
A regional workshop on tools and guidelines in designing
anti-corruption strategies and action plans with the
participation of 23 national experts, mostly from
policy design and advice government units, took place in
Strasbourg during 3-4 November 2011. The workshop
compared practices in Eastern Partnership and other
countries, and focused on an exchange of good
practices, especially on needs assessments, setting
indicators, and civil society involvement. A follow-up
workshop on good practices in implementing
anti-corruption policies will be held in Warsaw at a
later date. The results of both workshops will be
presented, reviewed and documented by a
regional conference in Kyiv in 2012.

Pilot Activity in the Republic of Moldova - Round Table on “Political Finance in Moldova”
(Chisinau, Republic of Moldova, 1 November 2011)
A Round-table on “Political Finance in the Republic of
Moldova” took place in Chisinau on 1 November 2011, at
the Center for Combating Economic Crimes and Corruption
(CCCEC). The Round-table reviewed existing legislation
and practices, and discussed possible ways of
bringing Moldovan party financing in line with European
standards, particularly recommendations issued on 1
April 2011 by Council of Europe’s “Group of States
against Corruption (GRECO)”. Representatives from
state institutions, civil society and international
organisations, as well as experts on the subject matter
were invited to the Round-table. The findings of the
Round-table are used to draft amendments and
recommendations that will be presented and reviewed at a
second Round Table in beginning of 2012. It is the aim
of the two Round-tables to allow for legislative
amendments to pass Parliament until 31 October 2012, the
date up to which GRECO has invited the Moldovan
authorities to submit a report on implementation of the
recommendations. This series of Round-tables and
expertise is one of the two Pilot Activities by this
Project tailored to the specific needs of the Republic
of Moldova.

Pilot Activity in the
Republic of Moldova -Working group session on local anti-corruption
strategies
(Chisinau, Republic of Moldova, 31 October 2011)
The working group consisting of experts at the Center
for Combating Economic Crimes and Corruption (CCCEC) and
the Long Term Advisor of the Project met on 31 October
2011 at the CCCEC in order to identify a methodology, by
which local communities will develop anti-corruption
strategies in coordination with the CCCEC. A mechanism
of monitoring implementation of the future strategies
has also been drafted by the working group. In a second
step, one or two local communities are chosen to test
the methodology in the framework of the Project. It was
the aim that the CCCEC can later on continue in on its
own in assisting local communities with developing
anti-corruption strategies. The development of local
anti-corruption strategies is one of the two Pilot
Activities by this Project tailored to the specific
needs of the Republic of Moldova.
In-country Start-up workshop
(Chisinau, Republic of Moldova,
24 June 2011)
An
in-country launching event was
organised in Chisinau on 24 June
2011 by the Centre for Combating
Economic Crimes and Corruption (CCCEC),
to introduce the Project to the
relevant stakeholders and
institutions, and to solicit
comments and inputs to the
Workplan. The launching event
was attended by representatives
of various state institutions
and civil society organizations.
The Director of the CCCEC,
Viorel Chetraru, opened the
conference and gratefully noted
previous support of the Council
of Europe to the Republic of
Moldova during 2005-2009
(Project against corruption,
money laundering and financing
terrorism in the Republic of
Moldova "MOLICO"). The
participants presented their
views and discussed the
envisioned Pilot activities of
the Project concerning the
reform of political financing
and the development of local
strategies in the Republic of
Moldova.
Regional Start-up Workshop and EaP Panel meeting
(Tbilisi, Georgia, 20 May 2011)
The
activity was a two-fold
one: Start-up Conference of the
EaP-Corruption component Project
and EaP Expert's Panel against
Corruption under the Platform I
framework. While the regional
Panel involved nominative
representatives from all member
states, the Start-up Conference
of the Project involved
additional participants
including here experts from
relevant Georgian institutions
and representatives of civil
society organisations. Both
activities were hosted by the
Georgian authorities on 20 May
2011 in Tbilisi and co-chaired
by representatives from the
European Union Delegation to
Georgia. The Deputy Minister of
Justice in Georgia, Ms Tina
Burjaliani, opened both
activities along with the Head
of Operations of the EU
Delegation to Georgia, Mr Martin
Klaucke. The activity provided
the forum of reviewing through
different presentations the past
and present situation of
corruption in Georgia and
reforms that have started to
make a difference such as "eProcurement".
Other EaP-representatives
provided comments on recent and
on-going reforms and indicated
areas where the EaP Project
would be able to provide
assistance and
support. Following a summary on
the background, development, and
modalities of the Project, the
Draft Workplan of Activities was
discussed and adopted
In-country Start-up Activity
(Tbilisi, Georgia, 19 May 2011)
Back to
back with the Start-up Conference on
20 May, the Project Team met at the
Ministry of Justice with
representatives from several
Georgian institutions
and from civil society organisations
in order to introduce the aim and
planned activities of the Project.
The meeting was chaired by Ms
Rusudan Mikhelidze (Deputy Head of
Analytical Department, Secretariat
of Anti-corruption Council, Ministry
of Justice, Georgia).
In-country Start-up Activity
(Baku, Azerbaijan, 18 May 2011)
The Project Team met with
representatives from relevant Azeri
institutions and civil
society organisations in order to
present the modalities of the
Project as well as to review the
draft Workplan of activities. Mr
Inam Karimov (Secretary of
the Commission for Combating
Corruption, Administration of the
President of the Republic of
Azerbaijan,) opened the event and
underlined the importance of the
Project contributing to Azerbaijan’s
ongoing fight against corruption.
The representative of the Economic
Crime Department at the General
Prosecutor pointed out the recent
decision for increasing the staff of
the Department from 40 to 100
prosecutors, as well as other
measures of improvement.

Fifth Meeting of the Eastern
Partnership Platform 1 “Democracy,
Good Governance And Stability”
(Brussels, Belgium, 6 May 2011) The
Project Team presented the aim and
planned activities of the Project at
the Platform 1 meeting on 6 May 2011
in Brussels. Four thematic platforms
have been set up as forums for
dialogue and co-operation between
the EU and partner states. The
platforms are divided according to
the main areas of co-operation
within the Eastern Partnership
framework. The platforms meet at
least twice a year at the level of
senior officials. They report to the
annual meetings of foreign
ministers.
Eastern Partnership Facility Meeting
(Brussels, Belgium, 5 May 2011)
The Steering Committee for the
Council of Europe Eastern
Partnership Facility met in Brussels
on 5 May 2011 at the Council of
Europe Brussels Liaison Office. It
provided the European Union, the
national authorities and the Council
of Europe with updated information
on progress in projects'
implementation. The mission of the
Facility Steering Committee is to
assess and to guide the Council of
Europe Facility's projects'
implementation: ensuring that the
deliverables meet the requirements
which were set for the Facility,
advising on decisions on the
requirements for the Facility's
projects, assessing the monitoring
and audit results and supervising a
communication campaign following the
visibility guidelines concerning,
notably, acknowledgement of EU
financing
