Council of Europe External Relations

The external relations of the Council of Europe cover relations with:

  • other international organisations and institutions;
  • non-member states.

The Council of Europe’s policy towards other international organisations and institutions as well as non-member states is guided by the decisions of the Third Summit of Heads of State and Government held in Warsaw in May 2005. The Declaration and the Action Plan confirm the role of the Council of Europe on the European scene by defining its core objectives. The Heads of State and Government declared their determination “to ensure complementarity of the Council of Europe and other organisations involved in building a democratic and secure Europe” with clear focus on relations with the European Union, the OSCE and the United Nations.

The overall mandate of the Directorate of External Relations (DER) is to assist and advise the Secretary General and the Organisation’s statutory organs, other bodies and Secretariat departments on specific matters affecting the Council of Europe’s relations with non-member States, including Observer States, and other European and international organisations, to promote partnerships, to increase efficiency, avoid duplication and streamline our co-operation, to make the Secretariat’s efforts more focused and to enhance our profile in other international organisations. Through Protocol, it provides appropriate advice on protocol-related matters to the above entities and, where relevant, diplomatic missions, and takes appropriate action.
