A Follow-up Discussion of the Strategy and Action Plan with the Staff of the High School of Justice and National Experts

A follow-up discussion of the Strategy and Action Plan for 2014-2018 with the Staff of the High School of Justice (HSoJ) and National Experts, involved in the elaboration of the indicated documents, took place on 28-30 November, 2014 in Gudauri. The aim of the meeting was to evaluate the progress achieved so far in the implementation and to provide further recommendations.

The Georgian experts made a presentation about the methodology applied during the needs assessment. They explained in detail all stages of elaboration of the Strategy/Action Plan and clarified the meaning of certain tasks given in the Action Plan. The HSoJ senior management team made presentations about three strategic goals and explained what would be the tasks of the staffers to carry out the planned activities. A newly created monitoring mechanism was also presented.

There is a notable progress in the implementation of the Strategy and Action Plan and several examples were presented during the follow-up discussion. Namely, the Training Unit is actively using the Kirkpatrick’s model for the evaluation of trainings (as recommended by the Council of Europe experts). The Training Unit is not only assessing the organisation and logistics of trainings, but also training objectives, methodology and trainers, as well as the knowledge and skills of the participants. Elaboration of training curricula on various topics is another example, which is a step made forward for further strengthening of the School’s independence, as this would enable the HSoJ to plan and conduct trainings independently, through the pool of trainers created at the HSoJ.

As a result if this activity a detailed planning of each task given in the Action Plan for the upcoming year 2015 has been elaborated to ensure the proper implementation of the Strategy.

This activity was organised in the framework of the Council of Europe project “Developing the capacity of the High School of Justice of Georgia” financed by a voluntary contribution by the Government of the Netherlands.
