The International Advisory Panel (“the Panel” and “IAP”) was constituted by the Secretary General of the Council of Europe, Thorbjørn Jagland, to oversee that the investigations into the violent incidents which took place in Ukraine from 30 November 2013 onwards met all the requirements of the European Convention on Human Rights and the case-law of the European Court of Human Rights.

Back International Advisory Panel on Ukraine investigations meets for the first time at the Council of Europe

Secretary General

The International Advisory Panel initiated by Secretary General Thorbjørn Jagland to oversee judicial investigations of violent clashes between protesters and security forces since the end of November 2013 met for the first time on Wednesday 9 April at the Council of Europe. The members of the panel are:

- Sir Nicolas Bratza, Chairman, former President of the European Court of Human Rights
- Mr Volodymyr Butkevych, former Judge of the European Court of Human Rights
- Mr Oleg Anpilogov, member of Kharkiv Regional Council
