A second cycle follow-up seminar on the implementation of the Framework Convention for the Protection of National Minorities in Montenegro took place in Podgorica on 7 February. Opened by Mr Mehmed Zenka, Minister of Human and Minority Rights, the meeting gathered representatives from the Ministry of Human and Minority Rights, the Ministry of Education, other state agencies, minority NGOs and institutions together with experts of the Advisory Committee. Discussions focused on the recommendations from the previous cycle – inter alia education and linguistic rights of national minorities and the functioning of Councils of national minorities - in a view of preparing the 3rd cycle State report. Advisory Committee experts also presented the third and fourth Thematic Commentaries, on the language rights of persons belonging to national minorities and on the scope of application of the Framework Convention respectively.
