Back Guidelines on the protection and promotion of human rights in culturally diverse societies

These guidelines provide practical advice on how to address the challenges to human rights in culturally diverse societies and ensure better protection of human rights and fundamental freedoms based on respect for the inherent and equal dignity of every human being. The Committee of Ministers reminds the member states that freedom of expression also applies to opinions that may criticise, offend, shock or disturb the state or individuals or groups within society and that any restrictions to the enjoyment of this freedom should be done in accordance with the law. The same applies to freedom of association and assembly. The document covers, among many, the following issues related to the topic of the guidelines: equality and non-discrimination, countering hatred and violence (including hate speech and hate crimes), participation, social inclusion and dialogue, education and awareness raising. The guidelines suggests that the member states should adopt policies or measures designed to promote youth participation in society, including the participation of young people belonging to vulnerable and minority groups taking into account their diverse needs, circumstances and aspirations. They should also encourage and support initiatives by young people which promote mutual respect, dialogue, inclusion and responsibility for others in culturally diverse societies.
