Participation of the Venice Commission of the Council of Europe in the High-Level Dialogue V “Good democratic governance in Ukraine: achievements, challenges and the way forward in post-war period”

Mr Eirik Holmøyvik, Vice-President of the Venice Commission of the Council of Europe, and Mr Vilanova Trias, member of the Venice Commission in respect of Andorra, took part in the High-Level Dialogue V “Good democratic governance in Ukraine: achievements, challenges and the way forward in post-war period”, which took place on 1 and 2 April 2026 in Strasbourg, France.

The two-day event in Strasbourg – organised together with the Council of Europe Parliamentary Assembly  and Congress on Local and Regional Authorities  – is the fifth such dialogue, and brought together government and parliamentary representatives from Ukraine, together with representatives of its electoral bodies, security services, broadcasting regulators, local authorities and other institutions and stakeholders.  

Key topics included multi-level governance, the transition from military to civilian administration and post-war elections.
