The Santiago de Compostela Committee held its 8th plenary meeting in Strasbourg on 9–10 June 2026, gathering delegations from States Parties, signatory countries, observers and other stakeholders to take stock of a year of intensive progress in the fight against trafficking in human organs.

The meeting was marked by a productive agenda: the Committee adopted the report of the 1st monitoring round, launched preparations for the 2nd monitoring round and approved the preliminary findings of a targeted "flash" survey on the mandatory reporting of transplantations carried out abroad.

To follow up the statement by the Council of Europe Secretary General, members discussed and adopted a position paper aimed at countering websites that promote illicit transplant tourism.

This meeting also underscored the Convention’s growing momentum: Bosnia and Herzegovina signed the Santiago de Compostela Convention this year, while the Netherlands is expected to follow shortly. Azerbaijan has completed its ratification process of the Santiago de Compostela Convention, further expanding the international coalition against trafficking in human organs.

Finally, the plenary voted on granting observer status to Doctors Against Forced Organ Harvesting (DAFOH), reinforcing the Committee’s commitment to inclusive and effective action.
