Strengthening resilient education: Albania’s participation at the World Forum for Democracy 2025

The 13th edition of the World Forum for Democracy, held in Strasbourg on 5–7 November 2025 and hosted by the Council of Europe, brought together a wide range of stakeholders to discuss the theme: “Democracy at risk: how can we revive it?”

Representatives of the Council of Europe's project “Strengthening Democratic Citizenship Education in Albania”, jointly with Albanian experts from the project’s working group, participated in the Forum.

A dedicated session titled “From Crisis to Civic Engagement: Can Building Education Systems Resilience Be a Blueprint for Democratic Innovation?” was organized by Council of Europe’s Education Department. It focused on the implementation of EDURES toolkit in Albania and Italy.

The EDURES Toolkit (Education at Times of Emergencies and Crisis), developed under the Council of Europe’s Education Strategy 2030 – “Learners First”, was presented as a practical framework designed to help education systems prepare, respond to, and recover from emergencies such as conflicts, natural disasters, and pandemics.

Albanian representatives actively contributed to the discussions, offering valuable insights into how local contexts can shape and strengthen resilience strategies.

The toolkit is piloted in Italy and Albania, with the engagement of the schools involved in the Council of Europe project “Strengthening Democratic Citizenship Education in Albania”*, with the support of experts from the International Institute of Sociology (ISIG), Albanian experts and education stakeholders, aiming to showcase the best practices existing in Albania.

Throughout the Forum, the Albanian delegation also took part in interactive workshops, discussions, and exhibitions, showcasing innovative approaches to democratic education and exchanging experiences with international peers.
