On 15 May 2026, the Ministers for Foreign Affairs of the 46 Council of Europe member states held their annual session in Chișinău (Republic of Moldova). Among the decisions adopted, Foreign Minister made a resolved call to strengthen democratic resilience in face of current challenges to Europe’s democratic values and systems.
The Ministers took note of the Parameters for the application and implementation of the Reykjavik Principles for Democracy to facilitate the application and implementation of the Reykjavík Principles, adopted by the Steering Committee on Democracy (CDDEM) in November 2025 and encouraged member states to make use of them in conformity with their constitutional order and national legislation. They also recalled that the Parameters are meant to help member States identify their strengths as well as to improve their responses to potential vulnerabilities in the field of democracy and noted that a methodological framework to support their application is currently being developed by the CDDEM working group GT-P2.
