At its Human Rights meeting from 9-11 June 2026, the Committee of Ministers examined the group of cases Mutu v. Romania, which concerns excessive use of force by State agents and shortcomings in the effectiveness and impartiality of investigations into allegations of ill-treatment (Article 3 of the Convention).
The Committee positively noted the overall progress achieved, including the measures adopted to strengthen the legal and operational framework governing the documentation of injuries sustained under law-enforcement control, as well as the measures aimed at reinforcing the impartiality and effectiveness of investigations.
Considering the authorities’ consistent efforts in this area and the overall progress achieved, the Committee decided to continue its examination of the Mutu case under the standard supervision procedure.
