The Council of Europe has published the French version of the Education Department Activity Report 2025, presenting the main achievements, initiatives and partnerships carried out during the year in support of democratic, inclusive and high-quality education across Europe.
Guided by the Education Strategy 2024–2030 “Learners First: Education for today’s and tomorrow’s democratic societies”, the Department’s work in 2025 focused on three interlinked priorities: renewing the democratic and civic mission of education, strengthening the social responsibility and responsiveness of education systems, and advancing education through a human-rights-based digital transformation.
The report highlights several major milestones. Among them are the continued development of the European Space for Citizenship Education, the momentum generated by the European Year of Digital Citizenship Education 2025, and new initiatives aimed at strengthening academic freedom, education integrity and the democratic mission of higher education.
Significant progress was also made in areas such as the fight against education fraud, transparency in education systems, and the recognition of qualifications, including the launch of a new European Centre to prevent and counter education fraud.
Through its intergovernmental work, expert networks and cooperation programmes with member states, the Education Department continued to promote education policies grounded in democracy, human rights and the rule of law, while supporting education systems in responding to technological, social and geopolitical challenges.
The report provides a comprehensive overview of the Department’s activities, key events and cooperation programmes carried out in 2025, as well as the partnerships that have contributed to advancing the Council of Europe’s education agenda.
