The Council of Europe’s Education Department has released a new publication in its ETINED series: Open School Data in European Education Systems. Produced in collaboration with UNESCO’s International Institute for Educational Planning (IIEP-UNESCO), this study offers the first comprehensive overview of open school data initiatives across States Parties to the European Cultural Convention.

The report highlights how making school-level information accessible to the public strengthens transparency, accountability, and integrity in education. It reviews practices in 19 countries, identifies challenges such as data quality, technological limitations, and privacy concerns, and showcases innovative approaches from countries including France, Lithuania, and the United Kingdom.

Key recommendations call for the development of common principles, stronger data quality standards, public consultations, and training programmes to build data literacy. By linking open school data to the Council of Europe’s Education Strategy 2024–2030 “Learners First” and the Reykjavik Principles for Democracy, the report underlines the role of data in building democratic, participatory, and corruption-resilient education systems.
