A dedicated CDEDU Working Group met in Strasbourg on 19–20 May to further advance the development of the Council of Europe Student Rights Charter and continue the CoE–ESU co-creation process underpinning the initiative, with the participation of UNESCO. The meeting provided an opportunity to further refine the draft and engage in in-depth discussions on key issues, particularly concerning the overall structure and conceptual framework of the document, with a view to moving towards a more consolidated vision.
Particular attention was given to ensuring an appropriate balance between rights and responsibilities while preserving the Charter’s innovative approach to meaningful democratic participation. Discussions highlighted the importance of positioning students not only as beneficiaries of rights, but also as active participants in shaping student life, educational environments, and society more broadly. The Working Group also explored how the Charter can reflect contemporary educational realities and foster an inclusive and participatory culture across diverse educational contexts.
The Charter will also take into account emerging challenges affecting students across Europe, including those linked to the digital environment, increasing living costs, and issues relating to student well-being and mental health. Attention will be given to ensuring that these evolving realities are adequately reflected within the framework of student rights and responsibilities, with a view to fostering inclusive, supportive, and sustainable learning environments.
