In the context of the European Union/Council of Europe Join Pilot Project on Digital Citizenship Education in Türkiye, which aims to empower students aged 10-14 in their digital presence through at the lower secondary level, the present call for tender is now open to design, develop, and launch a web-based applied game on Digital Citizenship Education, targeting the specified age group.

Recognizing the complexity of the market and the need for flexibility, the project opts for a competitive dialogue approach rather than a tender with specifications. This approach allows for better understanding of requirements, clarification of grey areas, and refinement of proposals from potential suppliers.

The game is expected to support both single-player and local multiplayer functionalities, fostering collaboration and teamwork among students. It will be inclusive, accommodating learners with difficulties, and avoid conventional quiz-based assessments.

The selection criteria emphasize both financial and technical/quality aspects, with a focus on scenario proposal, design inclusiveness, platform type, team profiles, and project planning.

• We have downloaded documents from the following link. Should we also send you a Declaration of Interest document before the submission date, or we can send the tender documents directly on the specified tender date to the provided email address?

Please send the tender documents by the deadline to the provided email address, there is no need to send an additional declaration of interest.

• In the tender rules document, the game launch date is indicated as October 2024. However, in the Project Booklet, the Launch (Game Release) is stated as December 2024. Which date should we consider as the reference for our planning?

December 2024 is the latest date for the game to be finalised including testing and patches to be applied. The first version (beta) of the game is anticipated to be ready latest by October 2024. The sooner the finalisation the better.

• We understand that questions will be shared via MyCloud. Should we create a separate account to access MyCloud, as we couldn't find a direct link provided?

• Is a financial offer required in this first tender phase?

We expect the bidders to provide an offer with the Act of Engagement. As indicated in the tender file, a financial appendix should be used to provide further details.

• If it is required, as I understand from the Tender Rules, is there a template to use during this phase (financial appendix)? Or are we free to structure it as we like?

The bidder is free to structure the financial appendix as it wishes. Unless otherwise specified, variants are permitted. However, if a variant is submitted, an offer in line with the original demand must also be provided. All variants must be added to this Act of Engagement.
