In his annual report to the General Assembly of the United Nations, Joseph A. Cannataci, the Special Rapporteur on the right to privacy recommends that member States of the United Nations “be encouraged to ratify data protection Convention 108+ using CETS223 and implement the principles contained there through domestic law without undue delay, paying particular attention to immediately implementing those provisions requiring safeguards for personal data collected for surveillance and other national security purposes.” (recommendation 117.e. of report A/73/45712)

This recommendation falls within the context of the Special Rapporteur’s work on Big Data and Open Data, highlighting the importance of existing privacy and data protection principles. The report notes that “while a consistent international framework for the regulation of Big Data and Open Data is needed, it would be premature to commence work on stand-alone principles relating specifically to Big Data and/or Open Data before there has been sufficient time to ascertain the robustness and international effect of the GDPR and Convention 108+.” The report also contains a grid synthetizing the alignment of the Interim report recommendations with Convention 108+.
