The Steering Committee on Anti-discrimination, Diversity, and Inclusion (CDADI) will hold its 13^th plenary meeting in Strasbourg from 16 to 18 June 2026.

At its upcoming plenary session, the CDADI will move forward with work on several deliverables developed by its expert committees [Committee of Experts on Intercultural Inclusion (ADI-INT-INT), Committee of Experts on Roma and Traveller Issues (ADI-ROM), Committee of Experts on Sexual Orientation, Gender Identity and Expression, and Sex Characteristics (ADI-SOGIESC), Committee of Experts on Artificial Intelligence, Equality and Discrimination (GEC/ADI-AI)] and working groups. Namely, CDADI will consider to:

• submit to the Committee of Ministers for information the Statement of CDADI and GEC on the fundamental importance of equality, gender equality, diversity and inclusion for the New Democratic Pact for Europe;
• approve the draft Council of Europe strategy for the equality of rights of LGBTI persons (2027-2032) to be submitted to the Committee of Ministers for consideration with a view to its adoption; 
• adopt the Thematic review 2025-2026 of the implementation of Recommendation CM/Rec(2010)5 on Combatting hate speech on grounds of SOGIESC in Europe;
• adopt the Guide and checklist for implementing equality mainstreaming.

CDADI will also consider:

• the updated work plan for the biennium 2026-2027, the implementation of the management response to the CDADI evaluation and the development of the deliverables for the terms of reference of CDADI and its substructures for the years 2028-2031;
• an expanded outline of a Study on the risks and impediments to the full access to rights resulting from discrimination and violence on grounds of gender expression;
• the concept and outline of a methodology for a peer-learning and benchmarking tool on intercultural inclusion on strategies for inclusion in the fields under the responsibility of CDADI;
• an outline for a study on Spatial segregation of migrants and persons with a migrant background at local level and its implications for intercultural inclusion;
• the Draft Principles “Inclusive Societies, Stronger Democracies - Ten Principles to revitalise democracy in diverse societies”;
• the concept note for a Compilation of promising practices at national level and tools for the implementation of relevant aspects of the Recommendation on equality for Roma and Traveller women and girls at national level;
• a draft Recommendation of the Committee of Ministers to the member States on desegregation and inclusion policies and practices in the field of education for Roma and Traveller children and of the draft Explanatory Memorandum;
• a draft Handbook on democratic governance and representation and participation of Roma and Travellers in public and political life and provided guidance for the further development of this handbook;
• a draft Study about the impact of the environmental crisis on persons exposed to discrimination and measures to prevent and alleviate such impact and provide provided guidance for its finalisation;
• the outline of a CM recommendation on preventing and combating intersectional discrimination and provide guidance for the further work of the working group;
• the concept note on a Compilation of promising practices and/or tool(s) for the Implementation at national level of relevant aspects of the Committee of Ministers Recommendation CM/Rec(2026)1 on Equality and Artificial Intelligence, and provide guidance for the further work of the working group;
• the concept note for a Study containing practical guidance on data collection in relation to the rights of persons belonging to national minorities and the use of regional or minority languages including through population censuses, and provide guidance for the further work of the working group;
• the preparation for the implementation review of Recommendation CM/Rec(2022)16 on combating hate speech, the report from the conference “Challenging Hate: A Human Rights Approach” on 28-29 May 2026 at the University of Limerick and the programme of the No Hate Speech Week 2026;
• a draft Study about the impact of the environmental crisis on persons exposed to discrimination and measures to prevent and alleviate such impact;
• information regarding the development of the New Democratic Pact for Europe.

At this meeting, CDADI will also exchange views:  

• with Cristian JURA, member of the Bureau of ECRI, and take note of the Annual report on ECRI's activities covering the period from 1 January to 31 December 2025;
• with Aurora AILINCAI, Head of the Anti-discrimination and Inclusion Department, on the work of CDADI in the years to come;
• with David MILNER, Secretary to the Steering Committee for Human Rights (CDDH), on the preparation of a CM Recommendation on human rights and drug policies;
• with Laura LIMPERK–KÜTARU, Chair of the Steering Committee on Education (CDEDU).
