With the support of the Council of Europe, the Government Portal particip.gov.md has been modernized to enhance the efficiency, accessibility and transparency of public consultations and decision-making processes in the Republic of Moldova. The upgraded platform strengthens cooperation between citizens, civil society organizations and public authorities by providing improved digital tools for participation, feedback and policy engagement.

The modernization of particip.gov.md significantly advances governance objectives in transparency and civic engagement by improving access to draft laws, regulations and policy documents, streamlining public consultation procedures and facilitating broader and more meaningful citizen involvement in policy development.

The key features of the modernized Portal include:

• Enhanced public consultation tools, allowing citizens to participate more effectively in consultations through improved interaction and feedback mechanisms;
• Improved data collection, analysis and reporting capabilities, supporting better monitoring and evaluation of public participation processes;
• Advanced notification functions, strengthening the feedback loop between public authorities and stakeholders;
• Dedicated collaboration features for NGOs and citizens, fostering inclusive dialogue and coordinated engagement in policy development;
• Improved accessibility, search functions, website navigation and structure, ensuring a more user-friendly and efficient experience for all users.

This modernization effort comes to support the measures outlined in the National Programme for the Accession of the Republic of Moldova to the European Union for 2025–2029, approved by the Government in May 2025 and by the Government Decision approved on Wednesday, 13 May 2026, regarding the establishment of the particip.gov.md information system.

By strengthening digital tools for transparency, consultation and civic participation, the upgraded Portal will significantly contribute to improving the quality of public policies and normative acts, fostering open dialogue, and increasing public trust in public institutions.

The modernization of the Government Portal particip.gov.md was carried out with the support of the Council of Europe, within the framework of the project “Advancing Media Freedom in the Republic of Moldova.”
