The Council of Europe is currently implementing, until 31 December 2028, the project “Advancing employment rights in the Republic of Moldova”. The project is part of the Council of Europe Action Plan for the Republic of Moldova 2025–2028, and directly supports Moldova’s commitments in the context of the European Union accession process. The project aims to further strengthen the protection and enforcement of labour and employment rights and ensure their alignment with international standards and best practices. It places particular emphasis on addressing the needs of people from vulnerable groups, including people with disabilities and NEET youth, by improving their access to vocational education and training and supporting their successful integration into the labour market.

In that context, it is looking for a Provider for the provision of services in the field of information technologies for the development and integration of VET system graduates professional path tracking software module for the Ministry of Education and Research of the Republic of Moldova (the deliverables are described in greater detail in the Business and Technical Requirements).

This specific tender procedure aims at concluding a tripartite one-off contract for the provision of deliverables described in the Business and Technical Requirements.
