Call for Tender - Provision of national short-term consultancy services in the areas of social and labour rights, vocational education, career guidance, gender equality, and communication

The Council of Europe is currently implementing, until 31 December 2028, the project “Advancing employment rights in the Republic of Moldova”. The project is part of the Council of Europe Action Plan for the Republic of Moldova 2025–2028, and directly supports Moldova’s commitments in the context of the European Union accession process. The project aims to further strengthen the protection and enforcement of labour and employment rights and ensure their alignment with international standards and best practices. It places particular emphasis on addressing the needs of people from vulnerable groups, including people with disabilities and NEET youth, by improving their access to vocational education and training and supporting their successful integration into the labour market.

In that context, it is looking for Provider(s) for the provision of national short-term consultancy services in the areas of social and labour rights, vocational education, career guidance, gender equality, and communication to be requested by the Council on an as needed basis.

The call includes the following lots:

 Lot 1 - local consultancy services in the field of social and labour rights to promote and protect social, labour and employment rights in line with European standards, with a focus on persons from vulnerable groups;

Lot 2 - local consultancy services in the field of vocational education and training to facilitate the access of persons from vulnerable groups to vocational education and training and subsequent integration into the labour market;

 Lot 3 - local consultancy services in the field of lifelong career guidance and development to strengthen learners’ capacity to make informed choices about their career pathway, increase employability and ensure better alignment with the labour market needs;

 Lot 4 - local consultancy services in the field of gender equality (gender mainstreaming in policy, legislation and institutional practice) to enhance the observance of social and labour rights in line with international standards and facilitate the access of persons from vulnerable groups to vocational education and training and subsequent integration into the labour market;

Lot 5 - local consultancy services in the field of communication to implement communication related activities in the field of social, labour and employment rights, vocational education and training, lifelong career guidance and development, with a particular focus on persons from vulnerable groups.
