Bern Convention is launching the 2023-24 biennial reporting under Article 9 in the new Online Reporting System (ORS), updated in cooperation with UNEP-WCMC.
Launching the new ORS allows transitioning to a technically sustainable online platform, improving the users’ friendliness and the usability of reports submitted by Contracting Parties.
The Contracting Parties are invited to submit their contributions till 15 September 2026. Their analysis will then be presented to the Standing Committee of the Bern Convention at its annual meeting in December 2026.

In order to make best use of the online platform, an introduction video and appropriate guidance were prepared.
For any questions or issues:
Article 9 of the Convention allows for exceptions to the provisions of Articles 4, 5, 6, 7, referring to the conservation of wild flora and fauna and their natural habitats, and to the prohibition of the means listed in Article 8, provided that no other satisfactory solution exists, the exception does not harm the survival of the affected population and that they are made for one of the reasons or purposes indicated in the provision. The Convention requires Contracting Parties to report every two years to the Standing Committee on any exceptions made. The reports under Article 9 are an important source of information on trends in species exemptions in Contracting Parties over time.
