Ukraine: Roundtable on the execution of domestic judicial decisions

On 14-15 May, an expert roundtable on the structural problem of non-enforcement and delayed enforcement of domestic judicial decisions was held in Lviv, Ukraine. The event was organised by the Department for the Execution of Judgments in cooperation with the Ministry of Justice and the Council of Europe projects “Support to the functioning of justice in the war and post-war context in Ukraine” and “Enhanced social protection in Ukraine”.

The roundtable brought together representatives of Parliament, the Supreme Court, the Ministries of Justice and Social Policy, as well as other relevant State agencies. The participants analysed the current state of play and challenges regarding the system of social payments and moratoria on execution of domestic decisions. The experts discussed the ongoing and planned measures for resolving the long-standing problems. The event also served as a platform for a dialogue between the Ukrainian authorities and the Department for the Execution of Judgments to identify areas in which progress can be achieved in the nearest future and to determine the needs for further expert assistance by the Council of Europe.

The measures aimed at resolving the structural problem of non-enforcement of domestic judicial decisions in Ukraine are followed by the Committee of Ministers in the framework of the execution of the Zhovner / Yuriy Nikolayevich Ivanov / Burmych and Others group of cases.
