Strengthening Moldovan Magistrates’ Expertise in Electoral Dispute Resolution

More than 35 judges, prosecutors, and electoral officials from the Republic of Moldova further enhanced their ability to resolve electoral disputes by participating in a training session organised in Chisinau.

The training brought together national experts and international expertise, icluding Mr Tomáš Langášek, substitute member of the Venice Commission in respect of Czechia and Judge at the Constitutional Court, alongside  two Moldovan experts.  Participants gained valuable insights into European Court of Human Rights’ electoral law and national jurisprudence, enabling participants to deepen their understanding of comparative frameworks for resolving electoral disputes.

Magistrates benefited from the opportunity to engage in meaningful discussion and group work, raising questions and sharing experiences. The training mainly addressed cases concerning right to vote and stand for elections, voting rights of prisoners and mentally impaired people, freedom of expression, foreign information manipulation and interference (FIMI) and other case law from the 2024 presidential election, the Republican Constitutional Referendum, and the 2025 parliamentary election.

The training programme provided practical guidance on preliminary procedures, proportionality of measures applied by electoral authorities, and the limits of judicial oversight. The event supported ongoing progress in safeguarding electoral integrity, offering an important platform for connecting local judicial expertise with good international practices.

This activity was organised within the Council of Europe project “Improving electoral practice in the Republic of Moldova (IEPRM) 2025–2028” in partnership with the National Institute of Justice, Venice Commission and Central Electoral Commission of the Republic of Moldova.
