End Online Child Sexual Exploitation and Abuse@Europe Plus (EndOCSEA@Europe+)
What is the project?
The EndOCSEA@Europe+ project aims to strengthen actions to prevent and combat Online Child Sexual Exploitation and Abuse (OCSEA) across the Council of Europe member states with particular focus on the following countries: Georgia, Republic of Moldova and Montenegro.
The project will build on the results of the previous EndOCSEA@Europe project and will integrate the recommendations from the Baseline Mapping reports produced within the first phase (2018-2021) to ensure direct follow- up and consistency.
The project is implemented by the Council of Europe Children’s Rights Division over a period of 28 months (1 September 2023 – 31 December 2025).

Safe Online is a global investment vehicle dedicated to keeping children safe in the digital world. Through investing in innovation and bringing key actors together, Safe Online helps shape a digital world that is safe and empowering for all children and young people, everywhere.
The project will support an assessment of the existing legal, regulatory and policy framework on OCSEA for each partner country and provide recommendations to address identified shortcomings in line with Council of Europe and international standards.

Gap Analysis of Legislation, Policies and Practices to Prevent and Combat Online Child Sexual Exploitation and Abuse in the Republic of Moldova, in English and Romanian;
Gap Analysis of Legislation, Policies and Practices to Prevent and Combat Online Child Sexual Exploitation and Abuse in Montenegro, in English and Montenegrin.
Strengthen multiagency coordination mechanisms
Building on the existing Training Modules for Law Enforcement, Judges and Prosecutors developed during the first phase of EndOCSEA@Europe, the project will further elaborate capacity building and training materials for multi-stakeholder co-operation between governmental and state agencies that need to work together and have a common understanding of Online Child Sexual Exploitation and Abuse case processing, with a view to victim identification and support.
Increase awareness on the protection of children from OCSEA
The project will support awareness raising through the development of training materials and practical factsheets for frontline professionals on the protection of children from OCSEA through the Budapest Convention and the Lanzarote Convention, as well as child participation and awareness raising among children.
The participation of representatives of the relevant bodies and institutions is foreseen from the three selected countries, particularly:
Ministries of Internal Affairs
Ministries of Social Policy
Ministries of Education
Ministries of Health
Civil society organisations, Ombudspersons and academia will also be involved in the work carried out to implement and strengthen the EndOCSEA@Europe+ in light of existing needs to formulate concrete potential solutions.
Who will benefit from the project?
The project targets national and local authorities from Georgia, Republic of Moldova and Montenegro as well as professionals in contact with children. They will benefit directly from the project through training and other supporting and capacity building measures provided.
The final beneficiaries of the project are children at risk of or victims and/or witnesses of OCSEA.
What are the project’s results and impact?
Completed in December 2025, the project has breached its objective of contributing to the strengthening of national frameworks and professional capacities to prevent and combat online child sexual exploitation and abuse in the participating countries. An independent external evaluation was conducted to assess the implementation, results and impact of the 2 phases (EndOCSEA@Europe from 2018 to 2021 and EndOCSEA@Europe+ from 2023 to 2025) of the project.
