Back Council of Europe anti-torture Committee publishes report on the United Kingdom focusing on Scottish prisons

The Council of Europe’s Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) has published today the report on its ad hoc visit to the United Kingdom, which took place from 14 to 18 October 2019, together with the response of the United Kingdom authorities.

The aim of the visit was to follow up on certain issues of concern to the Committee that had been raised in its report on the 2018 visit to Scotland, notably the use of segregation and mental health care for women prisoners. Issues of overcrowding and long-term segregation in the male custodial estate were also addressed.

The main findings and conclusions of the CPT are set out in the executive summary of the report.

In their response, the United Kingdom authorities provide information on the measures taken to implement the recommendations made in the CPT’s report.

The CPT report and the response of the authorities have been made public at the request of the United Kingdom Government.
