Joint Council of Europe and Ministry of Education feasibility study contributes to the implementation of the Elmazova and Others judgment in North Macedonia

A feasibility study developed by the Council of Europe with the cooperation of the Ministry of Education of North Macedonia has been submitted as part of the Government's latest Action Plan concerning the execution of the European Court of Human Rights judgment in Elmazova and Others v. North Macedonia.

The feasibility study examines measures aimed at strengthening the inclusion of Roma children in mainstream education settings and addressing challenges identified in the context of the European Court of Human Rights judgment. Developed through co-operation between the Council of Europe and the Ministry of Education, it reflects a shared commitment to advancing inclusive quality education for all children.

The inclusion of the jointly developed study in the Action Plan represents an important step in the ongoing dialogue between the Council of Europe and the national authorities on measures supporting the implementation of the Elmazova and Others judgment and desegregation efforts at national level. It also provides a framework for considering the study's findings and recommendations in future policy and local level measures.

The Roma and Travellers Division is carrying out co-operation activities jointly with the authorities and civil society to support the structural implementation of Roma and Traveller-related judgments of the European Court of Human Rights.  This type of work of the Division aims to ensure equal rights, dignity, and gender equality for Roma and Travellers by effectively implementing legislation and policies across all areas of life, in line with the Council of Europe Strategy on Roma and Traveller Inclusion (2026-2030).
