Pending complaints
The complaint was registered on 11 June 2026. It was lodged by the Pan-Cyprian Trade Union ISOTITA.
The complainant organisation alleges that Cyprus is not in conformity with Articles 5 (right to organise), 6§§1-2 (right to bargain collectively) and 28 (right of workers’ representatives to protection in the undertaking and facilities to be accorded to them) of the European Social Charter, read alone and in the light of Article E (non-discrimination).
In particular, the complainant organisation alleges that elected representatives of its Prison Officers’ Branch have been subjected to a series of measures linked to their trade union activities, including changes to their working arrangements, disciplinary proceedings and work assignments allegedly affecting their ability to exercise their representative functions. It further alleges that these measures constitute reprisals against trade union representatives and interfere with the effective exercise of trade union rights.
The complainant organisation also alleges that it is treated less favourably than another trade union with regard to public funding, access to consultation mechanisms and trade union facilities. It submits that this situation amounts to discrimination on grounds of trade union affiliation and undermines the effective exercise of the rights guaranteed by Articles 5, 6 and 28 of the Charter.
The complainant organisation has additionally requested the indication of immediate measures pursuant to Rule 36 of the Committee’s Rules.
