The complaint was registered on 30 January 2026. The complaint concerns Articles 1§2 (right to work), 9 (right to vocational guidance), 10§1 (right to vocational training), 11 (right to protection of health), 16 (right of the family to social, legal and economic protection), 17 (right of children and young persons to social, legal and economic protection), 21 (right to information and consultation), 30 (right to protection against poverty and social exclusion) and E (non-discrimination). The complainant organisations allege that the admission system to the University Courses of Medicine and Surgery (LM-41), Dentistry and Dental Prosthetics (LM-46) and Veterinary Medicine (LM-42) as established in the Legislative Decree 15 May 2025, n. 71 and the related implementing ministerial decrees, fails to grant facilities for access to university education based on the students’ individual aptitude, creates unjustified disparity of treatment based on the candidates’ socio-economic environment and risks exacerbating shortages in medical staff needed to ensure essential level of healthcare.
