The complaint was registered on 7 November 2025. The complaint concerns Articles 1§2 (right to work),  4§1 (right to fair remuneration) and E (non-discrimination). The complainant organisations allege that the rules to evaluate qualifications as set out in Ministerial Ordinance No. 88 of May 16 of 2024 and the respective annexed tables introduce a serious and unjustified disparity of treatment to the detriment of Technical-Practical Teachers specialised in support teaching. The complainant organisations further submit that the difference in scoring of Technical-Practical Teachers qualifications resulting from these rules is a barrier that prejudices opportunities for them to secure fixed term appointments in violation of the Charter.
