Closing event highlights concrete achievements in social rights implementation in Georgia

The Council of Europe marked the completion of the project Further Enhancement of Social and Economic Rights in Georgia with a closing event on 11 December 2025 in Tbilisi. The event brought together national authorities, independent institutions and civil society partners to reflect on progress achieved in advancing social and economic rights in Georgia in line with the European Social Charter.

Over the course of the project, tangible progress was achieved in several key areas. It significantly improved the quality and coherence of Georgia’s national reporting under the European Social Charter, enabling closer alignment with Charter standards. The project also successfully resumed national discussions on non-accepted provisions of the Charter, creating a renewed platform for policy discussion and future commitments. In parallel, alternative reporting practices were strengthened through enhanced involvement of both the Public Defender’s Office and civil society organisations.

Implemented since January 2024 as part of the Council of Europe Action Plan for Georgia 2024–2027, the project fostered cooperation between state institutions, civil society and young professionals. Targeted capacity-building activities, policy dialogue and educational initiatives contributed to increased national expertise on social rights monitoring and implementation.

The event showcased key project deliverables, including the Baseline Assessment on Social Rights in Georgia and needs-assessment studies on the rights of older persons and persons with disabilities. Educational and outreach initiatives, such as the Summer School and the Moot Court competition on the European Social Charter, demonstrated the project’s role in building a new generation of professionals equipped to apply European social rights standards in practice.

An interactive discussion and resource fair provided participants with practical insights into how the project’s findings and tools can be used to continue advancing social and economic rights in Georgia beyond the project’s completion.
