Compendium: Good Practices in the Council of Europe Member States to promote Voluntary Measures in Mental Health

Compendium of good practices to promote voluntary measures in the field of mental healthcare is now publicly available.

The Committee on Bioethics (DH-BIO) together with Dr Piers Gooding, consultant, have completed the work on developing a Compendium on good practices to promote voluntary measures in mental health care provided by the Council of Europe Strategic Action Plan on Human Rights and Technologies in Biomedicine (2020-2025). This action contributes to the safeguarding the rights of persons with mental health difficulties and aims to provide practical examples, as well as serving as an inspiration for policymakers and service-providers.

In July 2020 the DH-BIO started a campaign on collecting examples of such good practices by launching an online survey with a set of questions relevant to the scope of the Compendium, providing examples addressing different settings and coming from different countries.

The scope and the methodology for the elaboration of the Compendium was defined taking into account the exchanges and the outcomes of a stakeholder consultation meeting which took place in Brussels in November 2019 with the aim of refining the scope and the methodology of the elaboration of the compendium.

We would like to thank Dr Piers Gooding for the work competed, as well as all the delegations who have supported this initiative and has taken very active part in the development of the Compendium. We wish also to thank the other stakeholders – associations, networks and organisations working in the field of mental healthcare for their contribution to this work.
