On 26–27 February, the Department for the Execution of Judgments participated in the International Conference on patients’ rights held in Yerevan and dedicated to Armenia’s recent ratification of the Oviedo Convention in 2025.
The objective of the event was to reinforce Armenia’s efforts to translate the principles of the Oviedo Convention into concrete reforms in line with the European standards, in order to reinforce the protection of patients’ right as a cornerstone of modern health systems.
The event included a high-level policy dialogue at the National Assembly of the Republic of Armenia attended, among others, by the Speaker of the National Assembly, the Ministers of Health and of Labour and Social Affairs, the Ombudsperson, and members of parliament. Advancing human rights and strengthening human dignity in healthcare were at the centre of the discussions, which brought together policymakers, legal and human rights experts, specialists in the biomedical field, patient organisations, healthcare professionals, and representatives of international organisations.
During the conference, the Department for the Execution of Judgments delivered a presentation on outstanding issues related to the execution of the judgment in Nikolyan v. Armenia, which concerns the autonomy and legal capacity of persons with mental health problems. The presentation complemented other contributions in the panel on human rights and mental health, which featured prominent international and national experts in the field.
The conference was organised by the Council of Europe as part of its Project on “Protection of human rights in biomedicine III” implemented under the Council of Europe Action Plan for Armenia 2023-2026.
