The Principality of Monaco will host a meeting of the Ministers’ Deputies of the Council of Europe on 2 September 2026, in the context of its Presidency of the Committee of Ministers. This meeting will bring together the Ambassadors, who are the Permanent Representatives of the 46 member states of the organisation, and will mark the resumption of the work of the Committee of Ministers after the summer break.
This meeting, held at Monaco’s Oceanographic Museum, will be opened by Isabelle Berro-Amadeï, Minister for Foreign Affairs and Co-operation and President of the Committee of Ministers, and chaired by Gabriel Revel, Ambassador and Permanent Representative of Monaco to the Council of Europe.
The Committee of Ministers is the Council of Europe’s decision-making body. It meets every week at ambassadorial level, and once a year at ministerial level.
Environment and human rights: stepping up Council of Europe activities
At the Monegasque Presidency’s initiative, a thematic debate will be held on this occasion on “The environmental crisis through the prism of human rights”.
This debate falls in line with Monaco’s commitment to protecting the environment, combating climate change and preserving biodiversity. It also echoes the undertakings made at the 4th Summit of Heads of State and Government of the Council of Europe, held in Reykjavík in 2023, which underlined the need to step up the organisation’s work in response to the impact of the environmental crisis on the effective exercise of fundamental rights.
The Council of Europe Convention on the Protection of the Environment through Criminal Law is the first international legally binding instrument to address environmental crime. It covers a broad range of criminal acts that aggravate the triple planetary crisis of climate change, pollution and biodiversity loss.
