The law of the Republic of Armenia on Enforcement Proceedings will be aligned with the European standards

Council of Europe in cooperation with the Ministry of Justice organised two round-table discussions on the draft Law on “Enforcement Proceedings” on 6 and 8 June in Yerevan. This was an important initiative aimed at facilitating the further elaboration of the draft Law and other associated legal acts to bring the country’s legislation and practice closer to the European standards to promote human rights and strengthen the rule of law.

With the participation of over 60 stakeholders, including representatives from international organisations and civil society, the round-table discussions provided an important platform for engaging in constructive dialogue, addressing pending issues, and exploring proposals related to the new legislation. The invitees and the members of the working group benefited from an open exchange of views, as well as discussion with the Council of Europe international expert.

The adoption of the draft Law will have a direct impact on the execution of judgments of the European Court of Human Rights under Article 6 of the European Convention on Human Rights, the problems reflected in the Avakemyan v. Armenia group of cases regarding excessive length of judicial proceedings as well as late or non-execution of national courts’ judgments.


The events were organised under the auspices of the Project “Support to the effective execution of the judgments of the European Court of Human Rights in Armenia”, funded by Human Rights Trust Fund and implemented in the framework of the Council of Europe Action Plan for Armenia for 2023-2026.
