The Council of Europe and the Constitutional Court of Armenia held a joint workshop aimed at strengthening mechanisms for the effective implementation of Constitutional Court decisions in line with European democratic standards and best practices.

The workshop brought together judges of the Constitutional Court, Council of Europe representatives, national and international experts to discuss European best practices on the execution of Constitutional Court decisions, as well as an initial mapping of decision implementation in Armenia.  Studies, prepared with the Constitutional Court’s close involvement, offer practical guidance on improving follow-up mechanisms, increasing transparency, and bolstering public trust in constitutional justice.

Participants emphasised the importance of systematic monitoring of constitutional decisions implementation, including comprehensive follow-up procedures, improved data collection and reporting, and strengthened co-operation with the state institutions. Examples from other Council of Europe member states illustrated how structured reporting and oversight mechanisms can boost greater compliance and accountability.

As a result of this joint initiative, the Court will pursue structured follow-up on the implementation of its decisions, enhance data collection and inter-institutional co-ordination, and increase transparency—aligning practice more closely with European standards and best practice.

The workshop concluded with participants reaffirming their commitment to ongoing co-operation and exploring innovative approaches to integrate European best practices into Armenia's constitutional justice system.

The event was organised by the Council of Europe as part of its Project “Support to the Development of Constitutional Justice in Armenia in Line with European Standards”, implemented within the Council of Europe Action Plan for Armenia 2023-2026.
