A two-day training of trainers (ToT) on “Ethical Rules for Healthcare Professionals and the Functioning of Ethics Committees” was held in Yerevan, bringing together future tutors to strengthen ethical standards in the healthcare sector.
The event was organised by the Council of Europe, in cooperation with the National Institute of Health of Armenia and the Ethics Committee for Healthcare Professionals. Participants explored European and Armenian standards on ethics in healthcare, focusing on ethical norms in patient- doctor relationships, the absence of conflict of interests, as well as principles such as medical secret and confidentiality and informed consent. The programme combined expert-led sessions with role-play activities, case studies, and practical exercises. Those who successfully complete the final assignment will be certified to deliver accredited courses on ethical rules for healthcare professionals.
The training was organised in response to the Government Decision No. 613-N, adopted on May 22, 2025, which makes it mandatory for senior and mid-level healthcare professionals to obtain 10 credits in ethical rules during each five-year certification cycle, beginning September 1, 2025. The Ministry of Health has also stipulated that only certified tutors may conduct this training.
This ToT marks a cornerstone in Armenia’s healthcare reform agenda, aiming to reinforce integrity, professionalism, and patient-centred care for the benefit of the public.
The event was organised by the Council of Europe as part of its Project “Protection of Human Rights in Biomedicine III” implemented within the Council of Europe Action Plan for Armenia 2023-2026.
