The Council of Europe facilitates multi-stakeholders dialogue in Armenia to discuss reporting on hatred and discrimination

The Council of Europe facilitated a roundtable to improve state and non-state partners’ cooperation in reporting hate speech, hate crime, and discrimination cases. Participants involved came fromthe Police, the Prosecution, from the Armenian Human Rights Defender’s Office, from the Ministry of Justice, as well as from civil society organizations.

The activity was organised as among the initiatives undertaken to implement theECtHR judgement Oganezova v. Armenia. Earlier, atraining on hate crime and discrimination-related data collection mechanisms was conducted on the same subject, on 20 August 2025.

Participants engaged in a direct exchange about key features of a solid reporting. They also had opportunity to learn how hatred and discrimination are addressed in other Council of Europe member states, particularly Austria and Italy.

In addition, the roundtable allowed state and non-state actors deepening their skills when working with sensitive parties such as the victims and witnesses of hate crime, as well as to acquire additional knowledge on identification of hate speech, its monitoring and countering in the online environment.


This event is part of the European Union and the Council of Europe joint programme “Partnership for Good Governance”, co-funded by the European Union and the Council of Europe, and implemented by the Council of Europe, in the framework of the project “Promoting equality and non-discrimination in Armenia
