New Council of Europe publications are made available to support Armenia’s efforts in upholding human rights, the rule of law, and democracy

As part of its continued dedication to advancing democracy, protecting human rights, and strengthening the rule of law in Armenia, the Council of Europe Office in Yerevan regularly issues important publications. These resources offer essential perspectives and recommendations on crucial reforms, supporting Armenia’s efforts to align with European standards and enhance its democratic governance.

Within the framework of the joint European Union and Council of Europe Partnership for Good Governance III Project “Promoting Equality and Non-Discrimination in Armenia” three essential documents were translated and made available, each  serving as a useful toolkit and reference point for the matters concerning hate speech, discrimination, and the response of law enforcement bodies to these particular issues. . The documents also support the general measures of the European Court of Human Rights the Court) judgement in the case Oganezova v. Armenia:

 Manual for Police Education on Equality & Non-Discrimination;

 Manual Policing Hate Crime against LGBTI persons: Training for a Professional Police Response;
 Recommendation CM/Rec(2024)4 of the Committee of Ministers to member States on combating hate crime.

 As part of the “Protecting the Rights of Armenian Children in Post-Conflict Context” project, a Manual on “Psychological support and assistance to children who have experienced traumatic events” was developed and adapted to the Armenian context. Designed as an educational and methodological resource, the Manual is intended for psychologists and professionals working for and with children who may need to provide assistance and support to children and families affected by traumatic events. It offers resources to understand the nature of trauma, its effects on children, and the critical role of psychosocial support during emergencies and in their aftermath.

 Report on national legislation and practice concerning involuntary placement and treatment in psychiatric institutions with a specific focus on the procedural safeguards published as part of the project “Protection of Human Rights in Biomedicine III”. The report reflects the legislative framework governing involuntary treatment in Armenia, examining both the legal standards in place and their practical implementation as part of the “National Human Rights Strategy and Action Plan 2023-2025”. It also explores the mechanisms available for individuals to challenge involuntary treatment decisions and access effective remedies.

 A “Needs assessment report in respect of social rights in Armenia” was prepared as part of the project “Enhancing social human rights in Armenia”. The report highlights the importance of strengthening the protection of social rights, particularly in the area of labour and employment rights. One of its key recommendations is to encourage Armenia to resume discussions on the acceptance of additional provisions of the European Social Charter. Under the same project, a “Report on social housing strategy  was produced”, outlining key objectives for developing Armenia’s social housing strategy in line with European standards, and identifying indicators for housing standards, planning, allocation, management, and maintenance. The authorities have incorporated the report’s recommendations into Armenia’s long-term housing strategy.

 The “Guide on Article 2 of Protocol No. 4 to the European Convention on Human Rights (the Convention), Freedom of movement” and the “Guide on the case-law of the European Convention on Human Rights, Mass Protests” translated and published as part of the Project “Support to the effective execution of the judgments of the European Court of Human Rights in Armenia”. The documents summarise key case-law of the Convention and are part of its official series of case-law guides. These guides help legal professionals understand the Court's interpretation of the Convention, with keyword references for each cited Article and its Additional Protocols. Translating the guides into Armenian aims to make the Convention case-law more accessible to national legal professionals, supporting human rights and strengthening the rule of law in Armenia.

 Within the framework of the Project “Strengthening human rights safeguards for the displaced population in Armenia”, the “Guide for Practitioners on Administrative Detention of Migrants and Asylum Seekers” has been translated into Armenian. The Guide aims to provide legal guidance and support to member states in managing migration while fully respecting the human rights of asylum seekers and migrants.

 

These activities are supporting the objectives and implementation of the Council of Europe Action Plan for Armenia 2023-2026.
