The Council of Europe is currently implementing and until 31 May 2026 will implement a Project on Strengthening Human Rights Safeguards for the Displaced Population in Armenia funded by the Council of Europe Action Plan for Armenia 2023-2026. In that context, it is looking for Provider(s) for the development of a Telegram chatbot designed to provide plain-language responses to frequently asked questions concerning the RA citizenship acquisition procedure (the deliverables are described in greater detail in the Business and Technical Requirements – Appendix I).

The deadline for submissions is 08 May 2026, 18:00 (Yerevan time).

Eligibility criteria

• The tenderer must be either:

1) a legally established entity duly registered or incorporated under the laws of the country where it is based; or

2) a natural person legally entitled to provide the required services in accordance with the applicable national legislation.

• The tenderer must demonstrate proven experience in the development and deployment of chatbots, digital platforms, or comparable software solutions (preferably including Telegram-based applications).

• The tenderer must have the technical capacity to design, develop, test, deploy, and maintain the Telegram chatbot in accordance with the Business and Technical Requirements.

Award criteria

• Quality of the offer (70 points), including:

-          Technical soundness of proposal (proposed architecture and development approach for the Telegram chatbot).

-          Tenderer’s experience and track record with similar projects (proven track record in developing chatbots, or comparable digital tools).

-          Clarity and timeframes of the implementation plan (proposed development milestones and delivery schedule).

• Financial offer (30 points).

-          Cost-effectiveness and overall value for money.
