The PC-OC Mod welcomed the fact that the Third Additional Protocol to the European Convention on Mutual Assistance in Criminal Matters (“Valletta Protocol”) had already been signed by 16 States when it was opened for signature at the Informal Conference of Ministers of Justice in Valletta (18-19 September 2025).
The main items on the agenda included the update of the publication “Extradition: European standards”, the relationship between asylum and extradition proceedings, time limits for surrender following positive decisions on extradition, confidentiality in mutual assistance proceedings, the PC-OC’s questionnaire on the implementation of the Convention on the Transfer of Sentenced Persons, and the application of Council of Europe conventions regarding core international crimes and the relationship between these conventions and the Ljubljana-The Hague Convention.
The PC-OC Mod also held an exchange with the Secretary of the Council of Europe Committee currently drafting an Additional Protocol to the Convention on Laundering, Search, Seizure and Confiscation of the Proceeds from Crime and on the Financing of Terrorism (PC-RAC).
The PC-OC Mod is a working group set up by the Council of Europe’s Committee of Experts on the Operation of European Conventions on Co-operation in Criminal Matters (PC-OC), a permanent sub-committee of the Council of Europe Committee on Crime Problems (CDPC).
