The Committee of Experts on the Operation of the European Conventions on Cooperation in Criminal Matters (PC-OC) held its 88th meeting from the 4th to the 6th of November 2025 in Strasbourg.

The main items on the agenda included the relationship between asylum and extradition proceedings, time limits for surrender, the issue of confidentiality in MLA proceedings, the application of the Convention on the Transfer of Sentenced Persons, the supervision of conditionally sentenced or released offenders, and international cooperation in the context of core international crimes. The PC-OC held extensive discussions based on concrete experiences relating to judicial co-operation raised by its members and discussed practical solutions to common problems.

The PC-OC also held an exchange with Mr Cornel-Virgiliu Călinescu, the President of the Committee of Experts on Criminal Asset Recovery (PC-RAC), on the draft Additional Protocol being prepared by the PC-RAC, and with a delegation from Kyrgyzstan regarding the country’s possible accession to the European Convention on Mutual Assistance in Criminal Matters.

The PC-OC stressed the need to strengthen the links between the standard-setting work and expertise of Council of Europe intergovernmental expert committees such as the PC-OC, and their contribution to operational cooperation projects, in alignment with the global outreach of the Council of Europe Conventions in the field of international cooperation in criminal matters.

The PC-OC is one of the permanent sub-committees of the Council of Europe Committee on Crime Problems (CDPC).
