Mandate

The Division on Migration and Refugees (DMR) was created at the Directorate General of Human Rights and Rule of Law (DG1on 1 February 2025 to follow-up on the action by the former Special Representative of the Secretary General on Migration and Refugees. Its mandate includes suggesting assistance and support to member states, particularly through the Network of Focal Points on Migration, seeking, collecting and analysing information on the human rights situation of migrants and refugees, as well as complementing and co-ordinating activities of other relevant Council of Europe bodies and our action with other international partners, notably the UNHCR, IOM, EU, and its specialised agencies, and other national, regional and international stakeholders, including civil society organisations. The DMR represents the Council of Europe in the UNHCR Nansen Refugee Award Selection Committee, as well as in the Consultative Forums of Frontex and of EUAA.

Expert Council on NGO Law calls Greece to revoke restrictions on the registration and certification of NGOs

On 23 November 2020, the Expert Council on NGO Law issued an Addendum to its 2 July 2020 Opinion on Greek Legislation on the registration and certification of Greek and foreign NGOs engaged in activities related to asylum, migration, and social inclusion.

 

The Addendum focuses on Greek Ministerial Decision 10616/2020 of 9 September 2020, which is inconsistent with Greece's obligations to respect freedom of association, and further impedes civil society space. According to the Expert Council, it should be repealed without delay. "The Greek Government should carry out a full review of its laws and related decisions pertaining to the registration, certification and operation of NGOs in order to guarantee civil society space, in line with European standards. This should be done with the input from local NGOs working on asylum, migration and social inclusion, as from other domains. The Expert Council on NGO Law offers its continued assistance and support to Greece in the review of any proposed new ministerial decisions or legislation, or amendments to existing provisions."
