The Division on Migration and Refugees (DMR) coordinates the Council of Europe action in supporting member states’ efforts aiming to develop migration and asylum law and policies in line with the Council of Europe standards.  

The Organisation’s thematic work covers a broad range of interrelated issues, such as the protection of children on the move, family reunification, integration of migrants and refugees, fair and effective border procedures, alternatives to immigration detention and the fight against migrant smuggling.

Particular attention is given to vulnerable persons, including unaccompanied and separated children and young people transitioning to adulthood.

A further key area of work concerns communication on migration, with a focus on promoting fact-based responses and countering misinformation and disinformation including that related to migration and the European Convention on Human Rights.
